About this opportunity

The Massachusetts Department of Energy Resources (DOER) solicited quotes under RFQ-ENE-2027-006 for appliance standards outreach and compliance services for 2027–2028, with responses due October 30, 2026 at 5:00 PM EST. The procurement is performed under Statewide Contract PRF74 (Energy, Climate Action, and Facility Advisory Services), which expires December 31, 2028 and automatically extends through June 30, 2029. Continuation beyond June 2029 requires selection under the successor Energy, Climate Action, and Facility Advisory Services contract.

The scope covers compliance and enforcement support for Massachusetts appliance efficiency standards across 15 covered product types, including hot food holding cabinets, fryers, steam cookers, dishwashers, toilets, faucets, showerheads, electric portable spas, residential ventilation fans, spray sprinkler bodies, electric vehicle supply equipment, water coolers, and high CRI fluorescent lamps. Core services include developing educational materials and outreach messaging for covered parties, verifying compliance through manufacturer documentation review, conducting site visits and online audits, compiling compliance data, and recommending future standards legislation and regulatory updates. Proposals are capped at ten pages, excluding resumes, schedules, and budget attachments, and must include qualifications, relevant experience, past project references, performance-verification contacts, and the Digital Accessibility Questionnaire for Vendors. Amendment One, dated October 13, 2026, supersedes the original by specifying submission through the COMMBUYS portal and by email to DOER.ApplianceStandards@mass.gov, and by adding an anticipated award date of November 20, 2026.

The maximum contract value is $400,000 for the two-year initial term, with a one-year renewal exercisable at DOER's sole discretion on 30 days' written notice. Pricing must be project-based, with budgets broken out by task, staff person, and hourly rate, and all ancillary services included within the project price. The contract is subject to available funding, and DOER reserves the right to reduce scope to meet budget parameters. Contract execution is expected by December 18, 2026.

Evaluation criteria, in listed order, are effectiveness of the proposed approach, likelihood of achieving outcomes on schedule, relevant experience with similar projects and appliance standards in other jurisdictions, experience with digital accessibility standards, and best value to the Commonwealth.

Opportunity text

Appliance efficiency standards drive large savings of energy and water for a very low cost by barring the statewide sale of less energy efficient products. The result is a transformed market where more efficient products are all that may legally be sold in the Commonwealth of Massachusetts (Commonwealth).
