About this opportunity
The Massachusetts Department of Energy Resources (DOER) is requesting quotes for Passive House utility bill reporting services under statewide contract PRF74, with responses due June 17, 2026 at 4:00 p.m. EST and selection anticipated June 23, 2026. This procurement carries a Small Business Purchasing Program (SBPP) set-aside preference whereby SBPP-registered participants meeting best value criteria receive contract award; non-SBPP bidders are evaluated only if no SBPP participant meets evaluation standards. SBPP eligibility requires principal place of business in Massachusetts, at least one year in operation, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less (three-year average).
The scope requires establishing project kickoff meetings, conducting outreach to 10+ ownership teams, aggregating Energy Star Portfolio Manager utility data from approximately 18–30 Passivehouse and non-Passivehouse buildings across Massachusetts, performing data cleaning and analysis, coordinating bi-weekly updates with DOER, meeting with building owners, and delivering a shareable dataset and final report. Key deliverables are due July 13 through December 11, 2026, with a preliminary presentation of 12+ projects due October 9, 2026.
The maximum contract value is $65,000, with pricing submitted on a project-based basis broken out by task, staff person, and hourly rate rather than maximum billing rates from PRF74. All ancillary services must be included in the project price; no additional invoices are permitted. The contract term runs from execution (anticipated July 1, 2026) through June 30, 2027. Evaluation criteria emphasize effectiveness of the proposed approach, likelihood of achieving outcomes on schedule, team experience with multifamily utility data collection and Passivehouse certification projects, and budget demonstrating best value to the Commonwealth. Funding is subject to availability; DOER reserves the right to hire a contractor for limited-scope work to meet budget parameters or expand the contract if additional funds become available.
