About this file

This is a Request for Quote (RFQ) issued by the Massachusetts Department of Energy Resources (DOER) under the statewide contract PRF74 for Passive House Utility Bill Reporting Services. DOER seeks to engage a consultant to conduct a study demonstrating the benefits of renting multifamily affordable housing built to Passivehouse (PH) standards by aggregating utility bill data from approximately 18-30 PH and non-PH buildings across Massachusetts. The scope of work includes establishing project kickoff meetings, conducting outreach to 10+ ownership teams, collecting Energy Star Portfolio Manager (ESPM) utility data, performing data cleaning and analysis, coordinating bi-weekly updates with DOER, meeting with building owners, and delivering a shareable dataset and final report. Key deliverables are due between July 13, 2026 and December 11, 2026, with a preliminary presentation of 12+ projects expected by October 9, 2026. The RFQ response deadline is June 17, 2026 at 4:00 P.M. EST, with selection anticipated for June 23, 2026 and contract execution by July 1, 2026. The contract term extends from the execution date through June 30, 2027.

The maximum contract value is $65,000, with pricing to be submitted on a project-based basis broken out by task, staff person, and hourly rate rather than using maximum billing rates from PRF74. All ancillary services must be included in the project price with no additional invoices permitted. This RFQ includes a Small Business Purchasing Program (SBPP) set-aside preference, whereby SBPP-registered participants meeting best value criteria shall be awarded the contract, with non-SBPP bidders evaluated only if no SBPP participant meets evaluation standards. Eligible SBPP participants must have principal place of business in Massachusetts, be in operation for at least one year, employ 50 or fewer full-time equivalent employees, and report gross revenues of $15 million or less based on a three-year average. Evaluation criteria emphasize the effectiveness of the proposed approach, likelihood of achieving outcomes on schedule, team experience with multifamily utility data collection and passive house certification projects, and the extent to which the budget demonstrates best value to the Commonwealth. Funding is subject to availability, and DOER reserves the right to hire a contractor for limited scope work to meet budget parameters or to expand the contract if additional funds become available.

Massachusetts Department of Energy Resources – RFQ-ENE-2026-023

2 | P a g e

I. Introduction The Massachusetts Department of Energy Resources (DOER) develops and implements policies and programs aimed at ensuring the adequacy, security, diversity, and cost-effectiveness of the Commonwealth’s energy supply to create a clean, affordable and resilient energy future for all residents, businesses, communities, and institutions. In this procurement, DOER will purchase services and products that can be used to advance policies managed by itself and by other Departments in the Executive Office of Energy and Environmental Affairs (EEA).

II. Background and Objectives

The Department of Energy Resources (DOER) plans to undertake a study that makes the case for benefits of renters and tenants of multifamily affordable housing that are built to Passivehouse (PH) standards. The maximum amount of funding from this RFQ is sixty-five thousand dollars ($65,000).

The Massachusetts Clean Energy Center (MassCEC) has funded seven projects to collect construction cost data for new affordable housing built to PH standards, now required by the Massachusetts opt-in Specialized Code, and since then many more projects have been built. The MassCEC award included a requirement to provide utility bill data for 2-3 years post occupancy of the new buildings. The DOER is seeking to leverage the opportunity for utility data and bring in other recent PH projects from developers who have both PH and non-PH rental apartments that have been recently built. The proposed scope of work is to aggregate approximately range of 18- 30 PH and non-PH buildings with utility bills from the same past winter and summer seasons.
