About this opportunity
The Massachusetts Department of Energy Resources (DOER) is accepting grant applications for electric vehicle supply equipment (EVSE) deployment at state facilities under the Leading by Example Clean Energy Grants program (PON-ENE-2027-001), with applications due June 30, 2027 and all grant-funded projects required to be completed by the same date. Eligible applicants are limited to Massachusetts state entities — executive branch agencies, non-executive branch agencies, quasi-public authorities, and public institutes of higher education subject to Executive Order 594's fleet electrification requirements.
Funding totals $627,390, with individual eligible entities capped at $300,000 in total grant funds or up to $5,000 per domicile location installation. An additional $127,390 is allocated specifically for domicile EV charging programs, which may cover MoveEV registration and first-year user fees. DOER may provide an Environmental Justice Adder of up to $25,000 for entities installing at least 40 percent of EVSE in Environmental Justice neighborhoods.
Eligible funding covers networked and non-networked Level 1 and Level 2 AC EVSE; installation costs including panel upgrades and infrastructure work; site assessments; pre-wiring for EV-ready and EV-capable spaces; commissioning; and prepaid maintenance and data packages covering up to three years. Typical costs average $15,000 per port.
Applicants must commit to ordering at least one battery electric vehicle within eighteen months of a signed agreement with DOER and must maintain installed EVSE for a minimum of five years following commissioning. Executive branch agencies must procure through statewide contracts VEH122 or TRD01; other eligible entities may use alternative procurement methods compliant with state law, including Chapter 25A Section 14 and Chapter 149 procurements. Applications are accepted on a rolling basis and should be submitted to LBE-Grants@mass.gov with detailed project information, cost itemization, and vendor EVSE installation proposals or internal planning documents.
