About this file
This file is an application form and checklist for the Massachusetts Department of Energy Resources (DOER) Leading by Example Clean Energy Grants for State Entities - Fleet EVSE Deployment 4.0 program (PON-ENE-2027-XXX). The program provides grant funding to eligible state entities for the installation of electric vehicle supply equipment (EVSE) at state-owned facilities and domicile locations to support fleet electrification efforts. Applicants must submit a completed Application Checklist (Tab 1) and Application Form (Tab 2) along with required supporting documentation, including EVSE installation proposals from vendors or internal planning documents detailing equipment type, costs, and design specifications. State entities must demonstrate current or planned electric or plug-in hybrid vehicle ownership and commit to ordering at least one battery electric vehicle (BEV) within eighteen months of a signed agreement with DOER, or demonstrate that they have already deployed or ordered EVs for the project site. Non-domicile EVSE installations must be completed within six months of contract execution.
The application requires detailed project information including proposed locations, total grant funding requested, total estimated project costs, fleet electrification strategies, and specific equipment quantities by type (hardwired and portable Level 1 and Level 2 charging ports, DC fast charging ports, and standard electrical outlets). Applicants must itemize all project costs including equipment, installation, commissioning, labor, network software, maintenance packages, and extended warranties, with costs typically averaging $15,000 per port. Eligible procurement methods include VEH122, TRD01, Chapter 25A Section 14, and Chapter 149 procurements. State entities must commit to operating and maintaining the EVSE for a minimum of five years following final installation. The application includes an optional Environmental Justice (EJ) adder for non-domicile fleet EVSE projects, and applicants must describe pre-wiring plans for future charging infrastructure, data collection and sharing procedures for network-capable stations, and project justification for site suitability. Applications must be submitted to LBE-Grants@mass.gov with additional program details and the full Program Opportunity Notice available at https://www.mass.gov/info-details/leading-by-example-grants.

| New Application or Update to Existing Application | Please select from dropdown |
| Date of Submission |
(whether new or update):
| 2) | Grant Application Scope |
| Proposed Project Location(s): |
(Include specific lot or building, where applicable. If locations not yet known, please describe how locations will be selected.)
(If domicile, please provide specific address.)
| EVSE Project Category | Please select from dropdown |
| Total LBE grant funding requested ($) | |
| Total estimated project cost ($) | |
| In as much detail as possible, please describe your agency/facility's fleet electrification plan or strategy. This may include number of electric vehicles currently in the fleet, the number expected to be ordered on an annual basis, target dates for total or partial electrification, and other details on how the agency/facility intends to grow its fleet of EVs.* | |
| Provide a brief description of the fleet EVSE project, including the installation process and approximate timeline. Please include an explanation of how this project will serve to assist the state entity's fleet electrification efforts described above, and how the EVSE funded through this grant will be utilized. If EVSE is already in place at the project location, describe why additional stations are needed.* | |
| *DOER reserves the right to review any information submitted about fleet electrification efforts, request additional information, and/or make a determination on full or partial award based on the information provided and the extent to which agencies have demonstrated a clear commitment to electrify their fleet and the benefits associated with acquiring additional EVSE. | |
| 3) | Project Justification and Site Suitability |
| Does the applying state entity currently own or lease electric or plug-in hybrid vehicles in its fleet, or will the entity order at least one EV within 18 months of a signed agreement with DOER? | Please select from dropdown |
| Is the site committed to installing EVSE within 6 months of a signed contract with DOER (if non-domicile EVSE)? | Please select from dropdown |
| Agencies will need to provide a commitment that one or more EVs will be ordered for purchase or lease within eighteen (18) months of a signed agreement with DOER. For EV leases, the minimum term of the lease must be thirty-six (36) months. Agencies can meet this commitment by demonstrating that they have already deployed or ordered one or more EVs for the project site and that charging infrastructure is necessary to support these vehicles. On a case by case basis, DOER may allow plug-in hybrid vehicles to fulfill this requirement if the applicant can demonstrate that a battery electric vehicle is not suitable for their operations. | |
