About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Department of Elections, is requesting quotes for election furniture, fixtures, and equipment transportation services, with quotes due October 1, 2026 at 3:00 PM EST via Bonfire. A pre-bid conference is mandatory on September 24, 2026 at 3:00 PM EST via Microsoft Teams; the Director of Elections must confirm vendor understanding of scope and equipment commitment.

Detroit equalization credits apply under the Equalization Credit Statement (effective March 20, 2024). Vendors certified as Detroit-Based, Detroit Resident Business, Detroit Headquartered, Detroit-Based Small Business, Detroit-Based Micro Business, or Joint Venture / Mentor Venture (with specified performance-responsibility and remuneration thresholds) receive pricing credits ranging from 1% to 5%. The lowest equalized bidder receives award provided the bid does not exceed 12% above the lowest responsible bid or $100,000, whichever is less. The Purchasing Director may restrict bidding to Detroit-certified businesses if at least three eligible firms exist.

The scope includes pickup and delivery of approximately 450 ballot boxes with tabulators, up to 200 large traffic cones, 200 metal election signs, 40 portable ADA-accessible ramps, 1,200 chairs, 300 tables, approximately 5,000 voting booths, 250 tabulators with tables, and 450 transfer cases from the Department of Elections facility at 2000 West Lafayette to designated polling locations throughout Detroit, with return after elections. Pickup must occur no earlier than 17 days prior to elections and delivery no later than three days before; all equipment must return within two weeks post-election. Vendors must bid on the entire contract with no partial bids accepted and must submit fully burdened, itemized pricing by move type plus ancillary costs.

Vendors must demonstrate a minimum of five years of experience providing identical or similar services in a large municipality exceeding 100,000 population. A performance bond equal to 33% of contract price and a payment and performance bond equal to 100% of contract value are required. Insurance includes Michigan statutory worker's compensation, commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). The contract term is one year with renewal options subject to Detroit City Council approval. Questions are due September 28, 2026 at 3:00 PM EST through Bonfire.
