About this opportunity
The Colorado Department of Corrections is soliciting Documented Quote DQ 2027-0141 for cameras, accessories, and components to upgrade the security camera system at San Carlos Correctional Facility, with quotes due November 3, 2026 at 2:00 p.m. MST through bidnetdirect.com. The procurement permits equal-specification substitutions subject to CDOC compatibility approval, and the Q&A confirmed an ADI PRO plenum cable as an equal to the specified OCC cable. Partial awards by line item are permitted, so the contract may be split among multiple bidders.
Equipment covers 76 outdoor fixed dome AI cameras, 30 12MP outdoor fisheye cameras, two multi-sensor adjustable domes, three 180-degree outdoor cameras, five dual-sensor AI cameras that must be V-Series per the Q&A, 15 mounting boxes, four indoor PoE devices, and 13,000 feet of CAT6E plenum cable quoted in 1,000-foot boxes. Deliveries go to La Vista Correctional Facility in Pueblo. CDOC staff perform installation and notify the awardee of functionality issues for return and replacement. Vendors must give at least three calendar days' written notice if they cannot meet a delivery schedule, and three missed delivery windows can result in disqualification from future CDOC solicitations for three years or indefinitely.
Pricing must be itemized per Exhibit D, include all delivery costs, and carry no additional shipping, surcharges, or taxes billed to the state. Awards go to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration and sample quality and delivery lead time as additional factors. The resulting purchase order is a one-time purchase with up to four one-year renewals, not to exceed five years total, at CDOC's discretion and contingent on appropriated funds. No order quantities or dollar amounts are guaranteed. Pricing stays firm for the initial term, and renewals may include an annual increase of up to 2.5% per fiscal year if both parties agree.
Before purchase order execution, awardees must provide proof of Colorado Secretary of State good standing and an insurance certificate, including commercial general liability of $1,000,000 per occurrence and employers' liability coverage. Personnel delivering goods must complete CDOC enhanced criminal background investigation, including fingerprinting and drug testing, within 30 days of award notification, and must sign a Consent to Search Authorization before accessing correctional facilities. Required forms include the W-9, vendor information, a non-conflict of interest certification, and a disclosure of any performance outside the United States.
The Notice of Intent to Award is estimated for November 4, 2026, and the anticipated purchase order start date is November 9, 2026 or later.
