About this opportunity
The County of Orange, Registrar of Voters is seeking competitive bids for a Document Composition & Distribution System through a fully electronic solicitation. The procurement aims to replace the county's current printing infrastructure, which includes specific Xerox and HP equipment, with a comprehensive document processing system. Key requirements include an intuitive user interface, form editing capabilities, support for various data formats, real-time proofing, automated processing, and high-volume processing functionality. The system must be fully implemented prior to April 1, 2026, with the contractor responsible for system implementation, installation, configuration, testing, legacy application conversion, and staff training. All bids must be submitted electronically through the County's online bidding system, with no alternative submission methods accepted. Potential bidders are required to submit any questions or request interpretations by Thursday, October 23, 2025, before 2:00 pm through the solicitation's Question & Answer section. The official bid due date is October 31, 2025, and bidders are explicitly instructed not to contact other County personnel with questions or clarifications.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract is structured as a firm fixed-fee arrangement, with costs divided into initial licensing, implementation services, training, and annual software licensing with maintenance and support. While specific dollar amounts are marked as "to be determined," the contract anticipates potential additional costs for application development on an as-needed basis. The total contract value will require Board of Supervisors approval if it exceeds $200,000 in any single year or $1,000,000 across all contract years. The procurement covers jurisdictions including Orange County and San Francisco City, with payment terms structured as net 30-day invoicing. Initial system licensing and implementation costs will be paid in arrears upon completion, and annual software licensing invoices will be submitted annually in advance. The contract includes provisions for potential price adjustments after the first year, with the county reserving the right to negotiate or cancel the contract if cost increases are not appropriately documented.
