About this opportunity
The Illinois Department of Information Technology is requesting quotes for fiber-based point-to-point Metro Ethernet transport service to provide last-mile wide-area network connectivity between the Department of Corrections facility at 2268 E Morton Avenue, Jacksonville, Illinois and Illinois Century Network Points of Presence sites across Illinois, with quotes due June 16, 2026.
The scope is Metro Ethernet service with speeds from 100 MB to 1 GB, mandatory 99.98% availability or better on a 30-day average, guaranteed synchronous bandwidth, and 24/7/365 continuous operation. Vendors must deliver fiber-based service only—copper and wireless are explicitly prohibited. Service must extend inside both buildings to DoIT-designated telecom rooms and terminate on vendor-provided switches. The Z End Locations span fifteen Illinois sites: Springfield, Chicago, Rockford, Moline, DeKalb, Normal, Peoria, Champaign, Charleston, Quincy, Olney, Carbondale, Macomb, Collinsville, and Paris.
The Jacksonville-Primary site currently receives 100 MB service from incumbent Frontier Communications. Pricing must be all-inclusive and final, calculated as the total cost of ownership: monthly recurring charges multiplied by the service term plus non-recurring installation costs per site, with no additional taxes, fees, surcharges, regulatory recovery fees, or telecommunications-related charges permissible after award. Bidders must submit electronic proposals through BidBuy and complete all OPTION line items for additional bandwidth tiers; failure to do so results in bid rejection. OPTION line items are not used to determine the award winner except in ties but may be exercised during the service term at the agency's discretion.
If a vendor executed a contract with DoIT within the past twelve months for a similar product or service, the previously negotiated terms and conditions automatically apply to this solicitation and contract without further negotiation. The site contact is Louis Elrod at louis.elrod@illinois.gov or 309-671-7682.
