About this file

This is a Request for Quote (RFQ) supplemental instruction document issued by the Illinois Department of Information Technology (DoIT) for Metro Ethernet point-to-point transport services. The State seeks fiber-based, last-mile wide area network (WAN) connectivity between the Department of Corrections facility located at 2268 E Morton Ave, Jacksonville, IL 62650 (A End Location) and any Illinois Century Network (ICN) Point of Presence site (Z End Location). The service must be delivered as fiber metro ethernet point-to-point transport service, with copper and wireless services explicitly prohibited. Vendors are responsible for delivering service inside both buildings to DoIT-designated telecom rooms and terminating service on vendor-provided switches. Bidders must submit electronic proposals through BidBuy and complete all OPTION line items for additional bandwidth tiers to be considered responsive; failure to do so will result in bid rejection. The contact phone number for the QSITE ID DOC-R012 Jacksonville-Primary is 309-671-7682.

Pricing must be all-inclusive and final, calculated as the total cost of ownership comprising monthly recurring charges multiplied by the service term plus non-recurring installation costs per site location, submitted through BidBuy. No additional taxes, fees, surcharges, regulatory recovery fees, universal service fees, gross receipts taxes, or other telecommunications-related charges may be added after award. While OPTION line items will not be used to determine the award winner except in cases of a tie, they may be utilized during the service term at the agency's discretion based on changing bandwidth requirements. If a bidder has executed a contract with DoIT within the past twelve months for a similar product or service, the previously negotiated Terms and Conditions will automatically apply to this solicitation and resulting contract without further negotiation.
