About this opportunity

The Iowa Department of Administrative Services (DAS) is requesting proposals for professional design services to repair deteriorated stone utility tunnel walls at Anamosa State Penitentiary, with proposals due June 22, 2026 by 2:00 PM. A non-mandatory pre-proposal conference is scheduled for June 9, 2026 at 10:30 AM, and questions are due June 15, 2026 by 2:00 PM.

The scope encompasses structural investigation and repair design for limestone walls and concrete tunnel lids located under the Sally Port vehicle entrance and in front of Living Unit B. Design services must include all necessary disciplines: structural investigation, construction drawings and specifications, State Historic Preservation Office (SHPO) coordination, field examinations, hazardous materials identification support, survey work, and utility coordination. The proposal must specify a minimum of 9 in-person site visits and 3 virtual visits, with pricing for additional construction inspection visits on a unit-cost basis. The design schedule delivers development documents, 50% and 95% construction documents, and final 100% construction documents by September 14, 2026, followed by contractor bidding in September 2026 and construction administration from October through December 2026 with project closeout in January 2027.

Qualified firms must be registered with the Iowa Secretary of State (except sole proprietorships and general partnerships), maintain professional liability insurance of $2 million, and employ a licensed engineer, architect, or landscape architect under Iowa Code Chapter 26. DAS requests lump sum pricing inclusive of all reimbursables, with fees broken down by design phase (development documents, construction documents, bidding or negotiation assistance, and construction phase) and hours by position. The successful firm is prohibited from bidding on the resulting construction services contract.

Evaluation allocates 45 points for qualifications and firm capabilities, 35 points for approach and proposed methods, 10 points for schedule alignment, and 10 points for hours by position. Optional interviews may add additional points. Proposals are limited to 30 pages (excluding dividers, cover pages, and resumes) with a maximum file size of 10 MB. Submission is via the Iowa IMPACS Electronic Procurement System. The contract will be a modified ConsensusDoc 803.
