About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking single occupancy lodging services for its 2025 Basic Boating Safety Enforcement School, located within 30 miles of Little Falls, Minnesota. The procurement opportunity, with Event ID R2901-2000016995, requires lodging for up to 175 attendees during April-May 2025, with specific daily room requirements ranging from 22 to 43 rooms between April 27 and May 2, 2025. The solicitation requires vendors to submit electronic responses through the SWIFT Supplier Portal by April 18, 2025, at 2:00 PM Central Time, with the anticipated contract period running from April 21, 2025, to June 30, 2025. Key deliverables include providing single occupancy rooms that comply with ADA accessibility, Minnesota Clean Indoor Air Act, US Fire Administration Codes, and COVID-19 guidance from the Minnesota Department of Health and CDC. Evaluation criteria will focus on compliance with specifications, with the DNR serving as the final determinant of vendor qualification. The procurement emphasizes that no guaranteed minimum number of rooms is assured, and room prices will remain firm regardless of actual attendance.
The state encourages participation from diverse businesses, offering preference points for targeted groups including minority-owned, women-owned, veteran-owned, and economically disadvantaged businesses. Vendors can receive up to 12% preference points if they qualify as a targeted group business, with specific attention to businesses owned by minorities, women, veterans, or individuals with substantial physical disabilities. Registration requirements include completing vendor registration through the SWIFT Supplier Portal, which can take up to three days for review and activation. The state reserves the right to reject any or all responses, award to single or multiple responders, and conduct pre-award facility inspections. While specific budget ranges are not explicitly detailed, the procurement suggests the potential contract value could accommodate lodging for up to 175 attendees across multiple days, with the state issuing only one purchase order per vendor and payment processed after all services are received and approved. Vendors must also comply with specific requirements, such as avoiding prohibited substances like triclosan and products with intentionally added PFAS.
