About this opportunity
The Minnesota Department of Natural Resources (DNR) Operations Services Division and Division of Parks and Trails is seeking proposals from qualified professional engineering firms to evaluate an existing lift station and force main located at Sakatah Lake State Park in Washington County. The infrastructure, originally installed in 2001 to connect the state park to the City of Waterville Wastewater Treatment Plant, has accumulated sediment requiring comprehensive assessment and rehabilitation planning. Phase 1 deliverables include scheduling and facilitating project kickoff meetings, completing onsite investigations, preparing concept plans with detailed cost estimates for repairs, and providing all work under the direct supervision of a Minnesota-licensed professional engineer. The project encompasses evaluation of approximately 5,375 linear feet of force main with existing corrugated metal pipe sections ranging from 15 to 24 inches in diameter, as-built surveys and plans will be provided in CAD format upon contract award, and the State will provide assistance with any required archaeological surveys. The RFP was posted January 12, 2026, with proposals due electronically through the SWIFT eSupplier portal by February 5, 2026, at 2:00 p.m. Central Time, with deliverables to DNR OMB Purchasing in St. Paul due by February 8, 2026. Evaluation will employ a three-phase scoring approach awarding 300 points for work plan deliverables, 400 points for qualifications and experience, and 300 points for cost detail, totaling 1,000 points. The anticipated contract term runs from February 2026 through January 2027, with an option to extend up to three additional years at the State's discretion, and contingent Phase 2 services include design engineering, permitting, bid document preparation, and construction administration with bid documents due by May 15, 2026, and construction completion targeted for December 1, 2026.
The solicitation encourages participation from Minnesota-based small businesses, women-owned businesses, minority-owned businesses, veteran-owned businesses, businesses owned by individuals with substantial physical disabilities, and businesses located in or owned by residents of economically disadvantaged counties, with eligible firms potentially qualifying for an additional 120 preference points under Minnesota Statute 16C.16. Contracts exceeding $100,000 require a Workforce Certificate from the Minnesota Department of Human Rights, and those exceeding $500,000 also require an Equal Pay Certificate. All responders must register as bidders or suppliers in the SWIFT eSupplier system, submit cost proposals for Phase 1 work only with fully loaded costs including travel, fees, equipment, and supplies, provide personnel information with names, job titles, and maximum hourly rates, and certify non-collusion, absence of organizational conflicts of interest, compliance with lobbying restrictions for federally-funded contracts, and adherence to applicable state terms and conditions. The solicitation references original 2001 design plans and current as-built documentation as baseline reference materials for proposal development. No specific budget range or award value is disclosed in the procurement documents; however, all federal funds may be used to support contract costs. The State retains all intellectual property rights in work products and deliverables created under the contract and reserves the right to reject any or all responses, negotiate with the highest-scoring responder, pursue multiple awards, and conduct interviews or request additional information as needed.
