About this file
This is a Permit Application and Transmittal Form for Sanitary Sewer Extensions submitted to the Minnesota Pollution Control Agency (MPCA) by the City of Waterville on behalf of the Minnesota Department of Natural Resources (MnDNR), Division of Parks and Recreation. The project involves connecting Sakatah Lake State Park to the City of Waterville's municipal wastewater treatment system via a sanitary sewer extension. The facility, located at 1101 Faribault Street in Waterville, Minnesota, is designed to serve the state park's campground operations. The estimated initial and ultimate flow increase is between 0.001 and 0.005 million gallons per day (MGD) during peak camping season, with estimated BOD₅ increases of 5.34 pounds per day, based on laboratory analysis of grab samples from the 2000 and 2001 peak camping seasons. The Waterville Wastewater Treatment Plant, which currently operates at an average wet weather design flow of 0.271 MGD and an annual average daily flow of 0.231 MGD, has capacity to accommodate the incremental load. The project is identified with File No. SPK00256.00.73.21/P-01-07 and is confirmed to be in accord with the City's Comprehensive Sewer Plan.
The application was prepared under the direction of Kim W. Waldof, Regional Engineer with MnDNR's Facilities & Operations Support Bureau, and submitted by Rick Volbrecht, Utility Superintendent for the City of Waterville. No Environmental Assessment Worksheet (EAW) is required, as the ultimate design flow does not exceed 1,000,000 gallons per day. The application requires certification and signature by authorized representatives of both the City of Waterville and MnDNR in compliance with federal Clean Water Act regulations and Minnesota Rules 7001.0070. Submission to the MPCA must include the completed application form, Design Certification for Sanitary Sewer Extension Plans and Specifications, any required plans and specifications, and the required application fee of $240. No project construction may commence until the MPCA issues the required permit pursuant to Minnesota Statute 115.07, subdivision 3.
