About this opportunity

The Minnesota Department of Natural Resources (DNR), specifically the Operations Services Division and Parks and Trails Division, is seeking proposals from consulting firms to reconstruct approximately 9.8 miles of bituminous surfaced pedestrian trail known as the Shooting Star State Trail, located in Goodhue County. The primary objectives include developing final plans, specifications, and providing technical services during construction, with a critical focus on reviewing and modifying the trail's hydrology and hydraulics to address recurring flooding issues. Consultants must demonstrate extensive experience in civil engineering and comprehensive knowledge of AASHTO and MnDOT Bicycle Path Standards, State Aid Rule 8820.9995, and the MnDOT Bicycle Facility Design Manual. The proposal evaluation will be comprehensive, assessing work plans (300 points), qualifications and experience (400 points), and cost details (300 points), with additional preference points available for certified targeted group, economically disadvantaged, and veteran-owned businesses. Proposals are due electronically through the SWIFT eSupplier portal by September 26, 2024, at 2:00 PM, with the contract term anticipated from the notice to proceed until June 30, 2025, and potential extension options for up to two additional years.

The DNR encourages participation from small businesses, particularly those certified under the State's Small Business Procurement Program, and offers preference points for diverse business ownership, including targeted group, economically disadvantaged, and veteran-owned enterprises. While specific budget ranges are not explicitly detailed in the documents, the RFP indicates that pricing will be negotiated, with the state only paying for services performed or work delivered. The project allows for potential multiple awards if deemed appropriate, and the state reserves the right to negotiate with the highest-scoring respondent. Bidding and construction costs for tasks beyond the initial contract period (after June 30, 2025) will be separately negotiated contingent on funding availability. The procurement process emphasizes comprehensive documentation, including responder declarations, cost details, workforce and equal pay declarations, and reference forms, suggesting a thorough and competitive selection process aimed at securing a highly qualified consulting firm for this significant trail reconstruction project.
