About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Minnesota Department of Natural Resources (DNR) for the Shooting Star State Trail project. The addendum shares vendor questions and the State's answers, including that a permit will be required to access the DNR property for soil borings and trail pavement cores, with the fee expected to be waived.

The RFP seeks consulting firms to provide final plans, specifications, and technical services during construction to reconstruct approximately 9.8 miles of bituminous surfaced pedestrian trail at Lake Louise State Park. The design must address recent flooding issues along the trail corridor. Qualified firms must have demonstrated experience in civil engineering and AASHTO, MnDOT, and State Aid bicycle path standards. The RFP response is due on September 26, 2024, with no change to the end date.

Request for Proposals (RFP) Addendum #3 SWIFT Event #: 2000016156 Agency: Department of Natural Resources Addendum Number: 3 Date of Addendum: September 20, 2024 Title: Shooting Star State Trail, Lake Louise State Park to Taopi

END DATE HAS NOT CHANGED – SEPTEMBER 26, 2024

SCOPE OF ADDENDUM

The following are changes to the RFP: Sharing vendor questions and State’s answers.

Vendors’ questions to the RFP and the State’s answers are as follows:

1) Question: As the geotechnical firm, we would potentially be performing soil borings and trail pavement cores. We are wondering if there is a permit required to be on the DNR property for this work and if there is a fee associated with it (many public agencies waive the fee, but we wanted to check if that will be a requirement/cost for this project)?

Answer: They will need a permit, assume the fee will be waived. If the fee isn’t waived than we will reimburse the consultant thru the design contract. The borings will need to be patched with bituminous.
