About this opportunity
The Minnesota Department of Natural Resources is requesting bids for labor, equipment, and materials to remove hunter Walk-In Access boundary signs from approximately 55 sites distributed across 16 counties throughout Minnesota, with bids due July 30, 2026 at 2:00 p.m. and project completion required by August 31, 2026.
Bidders must demonstrate substantially completed experience as a prime contractor (not subcontractor) on at least one written and verifiable contract since July 1, 2020, involving grazing fence construction and/or removal or boundary sign posting or removal of similar scope with a contract value of $10,000 or greater. Bidders cannot have been found in default or had a contract terminated for cause within the last 36 months. Resident Vendor status preference may apply in cases of tied low bids. Subcontracting is prohibited.
The scope encompasses removing signs from sites in Becker, Cass, Clay, Kanabec, Lincoln, Mahnomen, Marshall, Mower, Murray, Norman, Otter Tail, Pine, Swift, Todd, Traverse, and Waseca counties, adjusting one boundary in Traverse County to account for an occupied building site buffer, and using the ArcGIS Quick Capture app to collect and document sign-location data for the DNR Walk-In Access Coordinator. Contractors must clean equipment at each site to prevent invasive species spread and furnish commercial general liability insurance of at least $1.5 million per occurrence and commercial automobile liability insurance of $1.5 million combined single limit.
Unit pricing by county must be all-inclusive of labor, materials, tools, transportation, equipment, sales tax, use tax, and all other costs. Estimated quantities range from one site (Cass, Kanabec, Mahnomen, Murray, and Swift counties) to ten sites (Becker County). The award goes to the lowest responsible bidder meeting all specifications. Compensation is made within 30 days of undisputed invoices. Questions are due July 27, 2026. Site visits are available by contacting Project Supervisor Amber Knutson at 507-706-6172. Responses must be submitted electronically through the Swift Portal with completed Price Schedule and Prime Contractor Response Qualification Form.
