About this file

This is a Prime Contractor Response Qualification Form for the Minnesota Department of Natural Resources (DNR) solicitation 2027-104, which concerns the removal of hunter Walk-In Access boundary signs from approximately 55 sites throughout Minnesota and adjustment of one boundary in Traverse County. The project requires contractors to provide labor, equipment, mobilization, travel, materials, tools, and transportation necessary to remove signs, adjust boundaries, and post new boundaries. Contractors must possess the ability to use the ArcGIS Quick Capture app to collect and provide sign location data to the DNR Walk-In Access Coordinator upon completion. All responses must be submitted electronically through the Swift Portal. Site visits are available by contacting Project Supervisor Amber Knutson at 507-706-6172. The solicitation requires that responses comply with all specifications and terms; responses that do not comply will be rejected as nonresponsive.

To qualify as a prime contractor, respondents must demonstrate substantially completed experience as a prime contractor (not subcontractor) on at least one written and verifiable contract since July 1, 2020, involving grazing fence construction and/or removal or boundary sign posting or removal of similar scope with a contract value of $10,000 or greater. Respondents must provide property owner information, contact details, contract dollar amounts, and substantial completion dates for qualifying projects. Additionally, companies must certify that they have not been found in default or had a contract terminated for cause within the last 36 months; any affirmative response to this question will result in rejection of the solicitation response. The unit price must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, and all other necessary completion costs. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions.
