Prime contractors must demonstrate at least three verifiable contracts completed since January 2022, with one valued at $25,000 or greater, and must certify absence of contract defaults, terminations for cause, or OSHA willful or repeated safety citations with final orders within the last 36 months. The scope includes mechanical removal of approximately 1,300 cubic yards of sand deposits to create a channel approximately 750 feet long, 30 feet wide, and 4 feet deep. The disposal site is approximately 1.7 miles from the project location near Waskish, Minnesota (coordinates 48°9'19.45"N, 94°30'48.81"W). All equipment must be thoroughly cleaned before site entry to prevent invasive weed spread; contractors must avoid rutting and compaction. The contract term runs from Notice to Proceed through March 26, 2027. Prevailing wage requirements apply. Non-Minnesota contractors face an eight percent withholding requirement on cumulative calendar year payments exceeding $50,000 unless exempt from the Minnesota Department of Revenue.

Bid pricing must include all labor, materials, tools, transportation, equipment, sales tax, use tax, and incidentals. A solicitation bond of 5% of bid amount is required. Responses exceeding $50,000 require a surety bond; contracts estimated at $175,000 or greater require Performance Bonds and Labor and Material Payment Bonds each equal to 100% of contract sum. All responses must be submitted electronically through the SWIFT Supplier Portal; no email or faxed responses accepted. Site visits can be arranged by contacting Project Supervisor Lance Crandall at (218) 732-8452 x238 or lance.d.crandall@state.mn.us. Award will be made to the lowest responsible vendor meeting all specifications and terms.
