About this file
This Equipment Specifications and Operator Form is a required submission document for Solicitation #2027-183, a dredging project managed by the Minnesota Department of Natural Resources (DNR) in Beltrami County near Waskish. Contractors bidding on this project must provide detailed specifications for all equipment to be used, including descriptions, makes, models, years, and horsepower ratings. The project involves mechanically removing sand deposits from the mouth of the Tamarac River at Upper Red Lake to create a channel approximately 750 feet long by 30 feet wide and 4 feet deep, with an estimated removal of 1,300 cubic yards. Materials will be disposed at a site approximately 1.7 miles from the project location. All responses must be submitted electronically through the Swift Portal, with inquiries directed to Project Supervisor Lance Crandall at (218) 732-8452 x238 or lance.d.crandall@state.mn.us. Site visits may be arranged through the project supervisor.
Operators assigned to the project must demonstrate a minimum of 150 hours of experience operating the specific equipment type proposed for use. Contractors must list all operators by name with their estimated operating experience hours. All equipment must be thoroughly cleaned before entering the site to prevent invasive weed spread, and contractors must take precautions to avoid rutting and compaction. Equipment left on site remains the sole responsibility of the contractor and cannot impede site use, access, or other management activities. Bid pricing must include all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. Award will be made to the lowest responsible vendor meeting all specifications and terms, with the state reserving the right to award items separately, by grouping, or by total.
