About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Schneewind Wildlife Management Area (WMA) Parking Lot Construction project located in Carver County. The procurement involves constructing a single parking lot with four specific job components: removing existing posts, wire, and gate; constructing a 3,300 square foot parking lot; installing a new gate with H-brace posts; and placing 32 boulders around the parking lot perimeter. The project requires approximately 135 cubic yards of class 5 gravel, geotextile installation, and comprehensive site preparation. Contractors must submit a complete bid for all four job components and provide a mandatory Vendor Qualifications Form, which includes demonstrating completion of at least one prime contract valued at $10,000 or more since September 2023 with similar work scope. The bid submission deadline is May 27, 2025, at 2:00 PM, with electronic submissions required through the Swift Portal. Interested bidders are strongly encouraged to conduct a site visit and contact Jared Clausen at 651-322-4643 for additional information. The project is scheduled for substantial completion by June 12, 2025, with final completion by June 25, 2025.

The DNR demonstrates a commitment to diversity and inclusion, with potential preferences for businesses owned by minorities, women, veterans, and those with disabilities. The solicitation contains specific requirements for contractor qualifications, including compliance with prevailing wage statutes, registration with the Department of Labor and Industry, and adherence to invasive species prevention and pollinator best management practices. Contractors must provide comprehensive insurance and potentially meet bonding requirements. While specific budget details are not explicitly stated, the project involves unit pricing that must include all associated costs such as labor, materials, transportation, equipment, sales tax, and use tax. The state reserves the right to award the contract to the lowest responsible vendor meeting all specifications and terms, with potential consideration given to Minnesota-based small businesses, veteran-owned businesses, or those located in economically disadvantaged counties. The DNR will be the final determining factor in assessing vendor qualifications and responsiveness to the solicitation.
