About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for mechanical site preparation services in the Nemadji and General Andrews State Forests, covering approximately 306.5 acres across three separate sites. The project, identified as 2025-205 Sandstone Area Winter Site Prep FY25, requires contractors to perform roller chopping on one 131-acre site and mulching on two sites totaling 175.5 acres. Bidders must provide all necessary labor, equipment, mobilization, fuel, materials, tools, and transportation to complete the work. Qualified contractors must submit electronic bids through the Swift Portal by October 15, 2024, with project completion required by April 1, 2025. A mandatory site visit can be arranged by contacting Project Supervisor Michelle Martin at 651-259-5836. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the ability to award items separately or by group. Evaluation criteria include compliance with solicitation requirements, meeting technical specifications, and providing comprehensive unit pricing that includes all associated costs.

The procurement allows for preference points for targeted businesses, including Minnesota resident vendors and certified veteran-owned small businesses. Contractors must complete a Workforce Certificate Information Form, which requires compliance with workforce and equal pay certificate regulations for contracts exceeding specific dollar thresholds. Bidders are required to submit a detailed Equipment and Operator Experience Form documenting all project-related equipment, including specifications for rollers, skidders, drum choppers, and mulching equipment. To be considered responsive, vendors must demonstrate appropriate equipment capabilities and operator experience. While specific budget ranges are not explicitly stated, the project involves mechanical site preparation across multiple forest sites, suggesting a potentially significant contract value. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The State reserves the right to cancel listed sites due to budgetary constraints or other factors, providing flexibility in contract execution.
