About this opportunity

The Minnesota Department of Natural Resources is soliciting bids under RFB 2027-426 for mechanical site preparation on approximately 465.9 acres across six separately awarded bid groups in Cook and Lake Counties, with responses due November 17, 2026, at 2:00 PM CST. Minnesota Resident Vendor status may be considered for resolving tied bids or applying reciprocal preferences. Eligible vendors must be authorized to conduct business in Minnesota, have paid unemployment or income taxes in the state during the preceding twelve months, maintain a Minnesota business address, and affirmatively claim resident status. The solicitation encourages small businesses to pursue certification through the State's Small Business Procurement Program, which prioritizes minority-owned, woman-owned, veteran, service-disabled veteran, and substantially physically disabled-operated businesses, and businesses located in economically disadvantaged counties.

Work covers labor, equipment, materials, tools, transportation, and incidentals for cut-and-pile, winter shear and pile, winter rock rake and pile, and mastication treatments within the Two Harbors DNR Forestry Area. Bid Groups C through F total 56, 156.5, 20.9, and 69.5 acres, respectively. Bid Groups C through F require the prime contractor to have completed at least three mechanical forestry site preparation contracts of at least 150 acres each, substantially completed since May 1, 2021, with property owner references. Responders must certify no default or for-cause termination within 36 months and no willful or repeated OSHA citations with final orders in that period. Equipment minimums apply to certain groups, including precise masticator specifications for Bid Group E. Contractors must carry Commercial General Liability of $500,000 per occurrence, Commercial Automobile Liability of $500,000 combined single limit, and statutory Workers' Compensation.

Bidders submit an all-inclusive unit price per acre through the Swift Portal, with no email or faxed responses accepted. Required attachments include the Vendor Qualifications form (Attachment E), Equipment Form (Attachment F), Workforce Declaration Page (Attachment G), and the Excel Price Schedule (Exhibit D). Contract performance runs from December 1, 2026, through June 30, 2027, or until obligations are fulfilled, with Bid Group E treatment beginning October 1, 2026, and winter operations concluding by March 15, 2027. Compensation is a dollar-per-acre rate for satisfactorily completed acres, with payment due within 30 days of an undisputed invoice under Minnesota Statute 16A.124. Ryan Newman, Regional Silviculture Specialist, serves as the State's Authorized Representative. The State will award to the lowest responsible vendor meeting all specifications and may award by item, by group, or by total.
