About this file
This document is an exhibit from a Minnesota Department of Natural Resources Request for Bid (RFB 2027-426) for mechanical site preparation services to be performed across approximately 465.9 acres in Cook and Lake Counties within the Two Harbors DNR Forestry Area. The project is divided into six separate bid groups (A through F), each to be awarded independently. Bid Group A encompasses approximately 120 acres of cut and pile mechanical site preparation on one tract (T-A1) with a project period from December 1, 2026, through June 30, 2027, utilizing feller bunchers and skidders. Bid Group B covers approximately 43 acres of similar cut and pile work on one tract (T-B1) from December 1, 2026, through March 15, 2027, with winter-only access restrictions. Bid Group C includes approximately 56 acres of winter shear and pile operations using KG blade equipment on one tract (T-C1) during the same winter period. Bid Group D comprises approximately 156.5 acres of winter rock rake and pile work across two tracts (T-D1 and T-D2) from December 1, 2026, through March 15, 2027. Bid Group E consists of approximately 20.9 acres of mastication work using Fecon equipment across two tracts (T-E1 and T-E2) from October 1, 2026, through June 30, 2027. Bid Group F covers approximately 69.5 acres of winter rock rake and pile operations on one tract (T-F1) from December 1, 2026, through March 15, 2027.
Unit pricing must include all labor, materials, tools, transportation, equipment, and applicable taxes necessary for project completion. Responses must be submitted electronically through the Swift Portal, with no email or faxed submissions accepted. The State reserves the right to award items separately, by grouping, or by total as deemed most advantageous. Each tract has specific operational requirements, including equipment specifications, ground conditions (many requiring frozen ground access), access limitations, treatment specifications, and environmental considerations such as reserved species and advanced regeneration pocket preservation. Timber permit opportunities exist for selected bid groups, allowing contractors the option to remove forest products with the purchase of over-the-counter permits. The project specifications address operational constraints including poor or limited access, seasonal restrictions, road maintenance requirements (including snowmobile trail preservation), and post-treatment evaluation protocols based on snow accumulation.

This treatment is a cut and pile project with the option to remove forest products as authorized by an over the counter timber permit (Permit Number X020307). Operations during frozen ground conditions. Cut all stems greater than 2" dbh of balsam fir, spruce, aspen, maple. Paper birch is also a cut species but 6 TPA must be reserved across the site.
Option 1: Cut and Pile. Cut all tree stems and place in large piles (min ground dimensions 30ft x 30ft) with no more than 2 piles per acre. The preference is to have fewer larger piles. All trees should be piled at a ~45 degree orientation in a conical shape. Piles should be free of dirt, stumps, root wads, and prohibited materials.
Option 2: Cut and Pile with Product Utilization.
Forest products may be utilized and removed from the site with the purchase of the timber permit. All timber permit specifications mut be followed. All products not utilized must be cut and placed in large piles (min ground dimensions 30ft x 30ft) with no more than 2 piles per acre. The preference is to have fewer larger piles. All trees should be piled at a ~45 degree orientation in a conical shape. Piles should be free of dirt, stumps, root wads, and prohibited materials.

This treatment is a cut and pile project with the option to remove forest products as authorized by an over the counter timber permit (Permit X020313) . Operations during frozen ground conditions. In the clearcut area harvest all stems greater than 2" of paper birch, aspen, balsam fir, and spruce. In the shelterwood area harvest to a residual 60 BA, prioritize the removal of balsam fir, aspen, spruce, and paper birch.
In both areas reserve white pine, yellow birch, and cedar. In the clearcut area also reserve 3 large paper birch.

Using a rock rake (site not suitable for DNR rake) on a dozer (equivalent to D7 or D8), rake entire site pushing tines at least 2" into soil where possible and knock down all brush, balsam fir, and spruce trees 8" or less in diameter. Push trees and brush into tight piles at a minimum of 20ft X 20ft but no bigger than 40ft X 30ft, evenly across the site for future burning. Avoid large pockets of advanced regen of aspen, birch and white pine where possible. Avoid pushing piles against standing timber. Avoid damage to residuals. Do not push piles into reserve areas. The project will be re-evaluated for effectiveness once snow accumulation reaches 18". Approximately 3 miles of road may need plowing from Irish Creek Rd south on the Camp 12 Road to the site. Site is predominately upland. Access is very mucky. Access must be frozen down to access site.
