About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) #2024-780 for graveling work in Hubbard County, specifically within the Paul Bunyan State Forest. The project requires a contractor to supply, deliver, place, compact, and shape approximately 300 cubic yards of pit-run gravel and 2,000 cubic yards of MNDOT Class 5 gravel at a single location. Interested contractors must submit electronic responses through the Swift Portal by May 30, 2024, at 2:00 PM, with a site visit available by contacting Project Manager Mike Lichter at 218-820-6115. Bid evaluation will focus on the lowest responsible vendor meeting all specifications and contract terms, with unit pricing required to include all associated costs such as labor, materials, equipment, transportation, and taxes. Contractors must provide a completed Required Equipment & Operator Experience Form and comply with all solicitation requirements, with potential bid rejection for non-compliance. The contract term is scheduled from June 1, 2024, to September 15, 2024, with all work to be completed by the latter date.

The procurement offers preference points for targeted group, economically disadvantaged, and veteran-owned businesses. Minnesota resident vendors may receive additional consideration, and certified veteran-owned small businesses are encouraged to participate. Bidders exceeding $50,000 will need to provide a bid bond, and a solicitation bond for 5% of the bid amount is required, which will be paid as liquidated damages if the awarded contractor fails to enter the contract. The DNR reserves the right to award contract items separately, by grouping, or in total, based on what is most advantageous to the state. Contractors must also submit a First-Tier Subcontractors List and verify that subcontractors meet minimum responsible contractor criteria under Minnesota Statute 16C.285. While specific budget ranges were not explicitly detailed, the project involves substantial graveling work within a state forest, suggesting a moderate-scale infrastructure improvement contract. Prevailing wage requirements will apply to this construction project, and standard insurance and bonding requirements will be in effect.
