About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for an invasive woody vegetation treatment project located at the Eagle Creek Aquatic Management Area in Scott County. The procurement involves chemically treating approximately 23 acres of land, specifically targeting invasive woody species such as buckthorn, exotic honeysuckle, and white mulberry using Garlon 4 Ultra at a 5% solution with a surfactant. Contractors must possess a current Minnesota Commercial Pesticide Applicators License and have successfully completed at least one similar contract valued at a minimum of $20,000 within the past 24 months, involving large-scale chemical treatment of woody invasive species. The solicitation requires electronic bid submission through the SWIFT portal by September 10, 2024, at 2:00 pm, with potential bidders able to arrange a site visit by contacting Project Supervisor Hannah Swenson at 320-409-2048. Evaluation criteria include compliance with specifications, lowest responsible vendor pricing, and the ability to complete the work by November 1, 2024, with contractors required to track progress geospatially and provide biweekly written progress reports.
The DNR has not specified explicit set-aside designations or restrictions for disadvantaged business enterprises in this solicitation. Contractors must submit a comprehensive bid that includes total pricing for three separate plots, with the state reserving the right to award the contract partially or in full based on what is most advantageous. While no incumbent vendor is mentioned, the contract appears to have a moderate budget range, with unit pricing expected to cover all associated costs including labor, materials, transportation, equipment, and taxes. Potential bidders must demonstrate organizational capability through a detailed qualification form, certify no recent contract defaults, and provide verifiable references. The state maintains significant discretion in the award process, including the ability to withdraw the contract due to insufficient funding or limit the number of acres treated based on available resources. The total project budget is not explicitly stated, but the scope suggests a contract value likely ranging between $20,000 and $50,000 depending on per-acre treatment costs.
