About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for the replacement of the HVAC system at the Carlos Avery Wildlife Management Area (WMA) Office located in Anoka County. The project requires a comprehensive HVAC system replacement involving the disconnection and removal of existing geothermal heat pumps and the installation of three new natural gas furnaces. A mandatory pre-bid site visit is required, which must be scheduled by appointment with the Project Supervisor, Roy Daily, or Site Contact, Michelle Carstensen, no later than September 17, 2024. Vendors must submit electronic responses through the Swift Portal by the bid due date of September 24, 2024, at 2:00 PM. The project has a strict completion timeline, with substantial completion required by October 24, 2024, and final completion by October 31, 2024. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, with the unit price required to include all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. Evaluation criteria include compliance with solicitation requirements, technical specifications, and the ability to meet the project's detailed HVAC system replacement parameters.
The solicitation includes provisions for first-tier subcontractor reporting and encourages participation from Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses. Vendors must complete Attachment A, which requires disclosure of all first-tier subcontractors, including their legal name, headquarters location, contract value percentage, and business classification status. While no specific incumbent vendor is mentioned, the project does have specific requirements regarding vendor qualifications, including mandatory electronic submission through the SWIFT procurement system and compliance with state tax law requirements. No explicit budget range or award value is specified in the documents, though the solicitation includes a 5% solicitation bond requirement. The DNR reserves the right to award items separately, by grouping items, or by total, depending on what is most advantageous to the state. Contractors needing assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure proper participation in the bidding process.
