About this opportunity

The Illinois Department of Natural Resources (IDNR) is seeking bids for a small purchase procurement to repair erosion at Blue Wing Lake within the Pyramid State Recreation Area in Pope County. The scope of work involves excavating and backfilling an eroded channel between the lake and Pipestone Creek to re-establish the normal pool elevation of the lake, requiring approximately 81 cubic yards of earth excavation and 225 cubic yards of furnished embankment material. The contractor must have 3 years of general construction experience and comply with IDNR's Standard Specifications for Road and Bridge Construction. A mandatory pre-bid meeting will be held, and bids are due by December 22, 2022. The contract requires compliance with the Illinois Prevailing Wage Act and includes bonding, insurance, and other standard state procurement requirements. The project must be completed by June 30, 2023, and will be awarded to the lowest responsible, responsive bidder.

The solicitation includes requirements for small business set-asides, apprenticeship programs, and the Minority Contractor Opportunity Initiative. At least 51% of the work must be self-performed by the prime contractor. The project may be funded in whole or in part through tax-exempt bonds issued by the State, and payments will be made in accordance with the State Prompt Payment Act. The State reserves the right to terminate the contract for cause or convenience, and the contract is contingent on the availability of appropriated funds.
