ILLINOIS DEPARTMENT OF NATURAL RESOURCES

SMALL PURCHASE PROCUREMENT

SCOPE OF WORK & PROJECT REQUIREMENTS

Date: September 2022 File# 5-23-008

LOCATION:Pyramid State Recreation Area

Pinckneyville, IL 62274

PROJECT TITLE: Repair Erosion at Blue Wing Lake

PROJECT NARRATIVE:

Pyramid State Recreation Area (SRA) consists of forested hills, lakes, and ponds. Southern Illinois University owned and used 924 acres of the site for research, transferring the land to the state in 1968 for a State Recreation Area. Additional land acquisition, including the Arch Mineral Properties and the purchase of a satellite area known as Campbell Pond brought the total overall acreage to 19,701, the largest IDNR-managed site in Illinois. More than 500 acres of water form lakes varying in size from 0.1 acres to 276 acres, utilized by the public for recreational opportunities such as fishing and hunting.

The Arch Mineral property is comprised of five (5) management units that includes the Denmark Unit, located approximately 3 miles southeast of Cutler on the Pyatt-Cutler Road in Perry County, Illinois. Blue Wing Lake, approximately a 50-acre water body, is located just along the east side of Denmark Road. Pipestone Creek runs through the middle of this lake from the west to the east and serves as the water control structure maintaining the normal pool elevation of the lake. Once Pipestone Creek exits the footprint of the lake, it meanders to the south adjacent to the east bank of the lake.

On the southeast side of Blue Wing Lake, one of the meanders of Pipestone Creek is approximately 30 feet from the bank of the lake. High velocity water in the creek has eroded a channel between the two (2) water bodies creating an additional conduit at a lower elevation. As a result of the eroded channel, the normal pool elevation of Blue Wing Lake has dropped by approximately 3.5 feet. To re-establish the normal pool elevation, the eroded area shall be repaired; hence, the need for this project.

SCOPE OF WORK:

This project will consist of the Contractor providing all labor, equipment, and materials needed to repair the eroded channel located between Blue Wing Lake and Pipestone Creek in order to re-establish the normal pool elevation in the lake. As depicted on Sheet A-1 of the Plan Sheets in Attachment 3, access to the project area is by a mowed path through a management area consisting of various types of vegetation and tree growth. Therefore, ideal timing for the construction activities will be during dry soil conditions, preferably during the winter months.

The eroded channel consists of an area 15 feet wide by 30 feet in length and 6 feet in depth. However, an additional 10 feet wide area to the south for the entire 30 feet in length is unstable and shall be removed. The material from the excavation shall be utilized to construct a 3 feet high earthen cofferdam around the upstream side to keep the project area dry during the construction activities. Once the entire 25 feet wide by 30 feet in length by 6 feet in depth area is exposed, the Contractor shall excavate two (2) keyways 3 feet in depth for the full 25 feet in width at the locations identified on the cross-section. These keyways will provide lateral stability for the fill material by locking it into the native clay soil. The estimated quantity of earth excavation is approximately 81 cu. yards. Any excess excavation material will be disposed of on-site at a location as directed by the Site Superintendent.

The Contractor will furnish suitable fill material to backfill the eroded channel in accordance with Section 205 of the most recent edition of the Standard Specifications for Road and Bridge Construction. The source of the fill material shall be approved by the Regional Engineer prior to placement. The estimated quantity of furnished excavation material to construct the embankment is approximately 225 cu. yards, inclusive of the 25% swell factor.

The embankment will be constructed in accordance with Section 205 of the most recent edition of the Standard Specifications for Road and Bridge Construction. The embankment will be constructed in lifts not to exceed 8 inches thick when in loose condition, shall be uniform across the entire cross-section of the project area and thoroughly compacted in accordance with Article 205.06, prior to the next lift being placed. The full depth of the embankment (approximately 6 feet) will match the height of the existing embankment adjacent to the project area.

Once the embankment is placed, the front slope (nearest to the lake) and the back slope (nearest to the creek) will be armored with RR 4 rip rap at a 1.5:1 slope. The rip rap shall be placed in accordance with Section 281 of the most recent edition of the Standard Specifications for Road and Bridge Construction. The estimated quantity of rip rap required is approximately 65 tons.

Once the embankment construction is complete, the Contractor shall remove the cofferdam and dispose the material on-site at a location as directed by the Site Superintendent. The top portion of the embankment shall be seeded and mulched in accordance with Sections 250 and 251 of the most recent edition of the Standard Specifications for Road and Bridge Construction.
