Illinois Department of Natural Resources is requesting proposals for prairie seed mix for the Sibley Prairie Habitat Area project, with proposals due October 8, 2026.

The scope covers 70 acres and requires a comprehensive native prairie seed mix of 27 species including grasses, legumes, and wildflowers — Canada wildrye, Little Bluestem, Purple coneflower, Cup Plant, and Golden alexanders, among others. Seeding rates are specified in pounds per acre and ounces per acre of pure live seed (PLS). Certain varieties, including Pale Purple Coneflower and Purple coneflower, must be hulled prior to delivery. Pricing is structured on a per-pound and per-ounce basis for PLS.

The estimated contract value is $43,399. Place of performance is the Sibley PHA in Illinois.

Standard terms and conditions applicable to Illinois state contracts govern the relationship. Vendors awarded contracts of $1,000 or more must pay a $15 fee to support the Minority Contractor Initiative, deducted from the first payment. Prevailing wage compliance is mandatory for applicable service categories. Vendors must maintain General Commercial Liability insurance ($1 million per occurrence / $2 million annual aggregate), Auto Liability ($1 million per occurrence), and Worker's Compensation as required by law. All subcontractors require prior written approval. Payment is made in accordance with the State Prompt Payment Act (30 ILCS 540), with late payment charges as the vendor's sole remedy. The State retains sole ownership of all work product. Vendors must maintain audit-ready books and records for three years (five years if federal funds are used) and submit invoices by July 31 for services rendered through June 30. Disputes are resolved exclusively through the Illinois Court of Claims.
