About this opportunity

The Michigan Department of Natural Resources is requesting proposals for grantee recognition signs and logo medallions under RFP 260000002397, with proposals due August 5, 2026 at 3:00 p.m. Eastern Time.

The scope includes cast aluminum rectangular signs measuring 12" × 18" (minimum 3/8" thick) with dark green (PMS 357) backgrounds for the Michigan Natural Resources Trust Fund and Federal Land and Water Conservation Fund programs, as well as round cast aluminum medallions in 6", 8", and 12" diameters. Recreation Passport signs are available in current high-pressure laminate format or a proposed new cast aluminum format. All products must include two stainless steel self-drilling tamper-proof screws with applicable bits. Estimated annual quantities are 50–80 MNRTF signs, 10–15 LWCF signs, and 25 Recreation Passport signs, with corresponding medallion volumes. The contractor must establish and maintain an online order form accessible through the DNR website, allowing grantees to select products, provide delivery information, and process credit card payments with a minimum of two card options. The website must be operational within 60 days of contract award; mail-in orders are accepted during the interim period. All orders must be delivered within 45 calendar days of receipt, and die proofs must be provided within 30 days of award for approval before production. Contractors must appoint a dedicated Program Manager available during business hours Monday–Friday and submit quarterly reports by the first business day of January, April, July, and October.

Pricing shall be firm for 365 days, with annual adjustments thereafter submitted by July 1st and subject to DNR approval. Contractors must submit detailed pricing in modifiable format covering setup charges, shipping and handling, per-piece pricing, and palletizing fees, with the option to offer quick-payment discounts. Liquidated damages of $1,000 plus $500 per day apply for late or improper completion.

The contract term is five years (August 12, 2026 through August 11, 2031) with renewal options for up to five additional one-year periods at the State's discretion. The State reserves the right to award to multiple vendors. The State is not obligated to purchase any minimum quantity. Contracts valued at $250,000 or more require State Administrative Board approval. Questions were due July 29, 2026, with answers posted by July 31 on www.michigan.gov/SIGMAVSS. Evaluation is Pass/Fail across five criteria: Sections 1–2 of Schedule A, Sections 3–9, Sections 10–25, the Confidential Treatment Form, and the Vendor Questions Worksheet. The evaluation may include on-site visits, oral presentations, interviews, and reference checks. The State will award to the responsive and responsible bidder offering the best value. Solicitation manager is Brooke Jones at (517) 388-6833 or Jonesb30@michigan.gov.
