About this file
This Schedule A Statement of Work outlines procurement requirements for the Michigan Department of Natural Resources (DNR) to supply Grantee Recognition Signs and Logo Medallions for three grant programs: the Michigan Natural Resources Trust Fund (MNRTF), the Federal Land and Water Conservation Fund (LWCF), and the Michigan Natural Resources Recreation Passport program. The contractor will provide recognition signs and medallions for installation at publicly funded recreation sites, with anticipated annual quantities of 50-80 MNRTF signs, 10-15 LWCF signs, and 25 Recreation Passport signs. Product specifications require cast aluminum signs measuring 12" x 18" (minimum 3/8" thick) for MNRTF and LWCF programs with dark green (PMS 357) backgrounds, along with round cast aluminum medallions in 6", 8", and 12" diameters. Recreation Passport signs are available in both current high-pressure laminate format and a proposed new cast aluminum format. All signs and medallions must include two stainless steel self-drilling tamper-proof screws with applicable bits. The contractor must establish and maintain an online order form accessible through the DNR website, allowing grantees to select products, provide delivery information, and process credit card payments with a minimum of two card options. The contractor must deliver all orders within 45 calendar days of receipt and provide die proofs within 30 days of contract award for review and approval before production begins.
Pricing shall be firm for a 365-day period with annual adjustments submitted by July 1st reflecting current market conditions. The State reserves the right to award to multiple vendors if deemed in its best interest. The contractor must appoint a dedicated Program Manager available during business hours (7:30 a.m. to 4:30 p.m. Monday-Friday) and submit quarterly reports by the first business day of January, April, July, and October detailing sign and medallion purchases by type, dollar value, grantee, order date, and delivery date. Liquidated damages of $1,000 plus $500 per day apply for late or improper completion. The contractor must comply with ADA digital accessibility standards, provide Material Safety Data Sheets for hazardous chemicals, confirm products are mercury-free and do not contain PFAS or brominated flame retardants, and disclose all subcontractor information including the percentage of work subcontracted. Payment will be made via Electronic Funds Transfer for invoices submitted with specified documentation including delivery order number, quantity, unit price, shipping cost, and vendor-generated invoice number. The State is not obligated to purchase any minimum quantity under the contract.

Enter your company name Schedule A – Statement of Work Grantee Recognition Signs and Logo Medallions Request for Proposal No. 260000002397 This schedule identifies the anticipated requirements of any Contract resulting from this RFP. The term “Contractor” in this document refers to a bidder responding to this RFP, as well as the Contractor who is awarded the contract. The term “bidder” is used to identify where specific responses to the RFP are required. Yellow fields are also used to identify areas where a bidder response is required.
The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and reference it appropriately within your response.
Background The Michigan Natural Resources Trust Fund (MNRFT) and the Federal Land and Water Conservation Fund (LWCF) are land acquisition and land development grant programs for the purpose of providing public outdoor recreation opportunities. Grantees are typically local units of government but may also include internal DNR Grantees, i.e. Divisions within the Michigan Department of Natural Resources such as Parks and Recreation, Fisheries or Wildlife.
Each Grantee (recipient) is required to place a recognition sign at the location receiving funds under these programs. The MNRTF and LWCF programs are annual competitive grant programs with varying funding available each year. The MNRTF originated in 1976 with approximately 50 – 80 projects funded each year. The LWCF originated in 1965 with approximately 10 – 15 projects funded each year. The signs will be installed outside on a post or building to inform users on how the site was funded and help promote the program. The funded sites must remain in public outdoor recreation in perpetuity; therefore, a permanent recognition sign is required. Signs will be purchased by Grantees and must be shipped directly to Grantees.
The Michigan Natural Resources Recreation Passport Local Grant program was created to provide a funding source for public recreation development projects. The Recreation Passport Grant program originated in 2010 and is an annual competitive grant program with varying funding available each year. Grantees are local units of government and recreation authorities responsible for providing public recreation within their communities. Funded sites must remain in public recreation use for a minimum of 20 – 40 years, depending on the specific type of project involved. The number of projects funded (grant awards) each year varies; however, 25 project per year is the normal estimate. The Project Agreement between the DNR and a Grantee (recipient) requires the Grantee to place Recognition Signs on all sites that receive funding and that land identified in the Project Agreement remain in public outdoor recreation for up to 40 years. The recognition signs inform the public on how the site was funded and hop promote the Recreation Passport program. Recognition Signs must remain posted on the funded project site during the period the project remains open to the public therefore recognition signs must be long-lasting and remain in useable condition for up to 40 years.
All Recognition Signs will be ordered and purchased by Grantees and must be shipped directly to Grantees. The State is not obligated to purchase signs in any specific quantity under this Contract. Estimates provided are for proposal purposes only:
Michigan Natural Resources Trust Fund Recognition Signs, 50 – 80 per year, ordered by and shipped to Grantees.
Land and Water Conservation Fund Recognition Signs, 10 – 15 per year, ordered by and shipped to Grantees.
Recreation Passport Recognition Signs, 25 per year, ordered by and shipped to Grantees.
The State is interested in establishing a single Contract to obtain signs for all three Grant Programs, however the State reserves the right to recommend award to multiple vendors if that is in the best interest of the State.
The DNR is requesting proposals on signs currently in use however, in addition to the signs requested in this RFP, Bidders are invited to provide proposals for Alternate Optional Recognition Signs and Medallions.
Alternate Optional Signs and Medallions must meet or exceed the required product specifications. To be considered for award, proposals for Alternate Optional Signs and / or Medallions must include specifications and a detailed description of the proposed alternate including (but not limited to) material(s) used, life span, production method, design concept, potential cost savings, reduced shipping cost, reduced lead time, etc., and pricing.
