About this opportunity
The Michigan Department of Natural Resources Forest Resources Division is requesting proposals for mastication and red pine salvage services across approximately 212.6 acres in the Lower Peninsula under RFP 260000002323, with proposals due July 29, 2026 at 3:00 p.m. Eastern and bidder questions due July 20, 2026 at 3:00 p.m. Eastern.
The scope requires mastication of all stems greater than 3 inches in diameter (alive or dead; standing or down) across four sites in the Atlanta and Grayling Management Units affected by the 2024 ice storm. Residual material must be limited to a maximum length of 4 feet with stumps no taller than 6 inches, and mulch and small pieces must be spread evenly across each site. Mastication may occur between July 15 and November 1. The contractor must contact MISS DIG at least 4 business days prior to any planned work, adhere to state-provided shapefile polygons, conduct a kick-off meeting with the NELP Timber Management Specialist within 10 days of contract acceptance, notify the State upon completion at each site, and submit a final report within one week of project completion. Alternative equipment and methods such as woodchippers are permitted provided resulting material does not exceed 6 inches in depth at any ground location.
The contractor must maintain Commercial General Liability insurance at $1 million minimum per occurrence, Automobile Liability at $1 million per accident, and Workers Compensation as required by law, with the State named as additional insured. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion. Pricing is firm for the contract duration with adjustments permitted only upon documented evidence of contractor cost changes reviewed within 30 days. The State will make payment via Electronic Funds Transfer based on invoices conforming to State requirements, with undisputed amounts payable within 45 days of receipt. Contracts valued at $250,000 or more require State Administrative Board approval.
The State will evaluate proposals on a Pass/Fail basis and award to the responsive and responsible bidder receiving a PASS on all evaluation criteria with the lowest price. All proposals must be submitted electronically through SIGMA VSS in modifiable native formats with the pricing proposal uploaded separately. The Solicitation Manager is Patricia Graves at (517) 927-2272 or Gravesp2@michigan.gov.
