About this file

This is a Schedule of Work (Statement of Work) document for RFP 260000002323 issued by the Michigan Department of Natural Resources (DNR) for mastication of red pine stands in the Lower Peninsula. The project involves mastication services across four sites—three located in the Atlanta Management Unit and one in the Grayling Management Unit—that were recently affected by salvage harvesting following the 2024 ice storm. The contractor must masticate all stems greater than 3 inches in diameter (alive or dead; standing or down), with residual material limited to a maximum length of 4 feet, and spread mulch and small pieces of residual slash evenly across each site. Stumps must be no taller than 6 inches, and the work must be completed sufficiently to allow for follow-up site preparation activities and seedling planting. Mastication activities may occur between July 15th and November 1st. The contractor is required to contact MISS DIG at least 4 business days prior to any planned mastication work and must strictly adhere to shapefile polygons provided by the state. A kick-off meeting between the contractor and the NELP Timber Management Specialist must occur within 10 days of contract acceptance, with the contractor required to notify the state of completion at each site before proceeding to the next location and submit a final report within one week of project completion.

Pricing is firm for the entire contract duration, with adjustments permitted only upon documented evidence of changes in actual contractor costs reviewed and negotiated by both parties within a 30-day period. The state will make payment via Electronic Funds Transfer (EFT) based on invoices that include date, delivery order, quantity, description of work, unit price, shipping costs, vendor invoice number, and total price. Liquidated damages of $5,000 plus an additional $100 per day apply for late or improper completion of contract activities. The contractor must appoint a dedicated Program Manager for State of Michigan accounts and maintain customer service availability from 8:00 a.m. to 5:00 p.m. EST. The contractor must comply with the Americans with Disabilities Act accessibility standards for all digital deliverables and must disclose any subcontractors, including their legal business names, addresses, telephone numbers, percentage of work to be performed, and prior working relationships. Environmental and chemical disclosure requirements include identification of energy-efficient or bio-based products, Material Safety Data Sheets for hazardous chemicals, confirmation that products are mercury-free and do not intentionally contain PFAS or brominated flame retardants, and Best Management Practices to prevent invasive species spread and protect the Eastern Massasauga Rattlesnake, with any observations reported to DNR staff within 48 hours.

Schedule A – Statement of Work

RFP 260000002323

DNR FRD Mastication Red Pine Salvage FY26 This schedule identifies the anticipated requirements of any Contract resulting from this RFP. The term “Contractor” in this document refers to a bidder responding to this RFP, as well as the Contractor who is awarded the contract. The term “bidder” is used to identify where specific responses to the RFP are required. Yellow fields are also used to identify areas where a bidder response is required.

The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and reference it appropriately within your response.

Background The purpose of this Request for Proposal (RFP) is to secure a contract for the mastication of red pine stands that were recently salvage harvested. Given timber sale specifications attached to many red pine salvage sales following the 2024 ice storm in the northeastern Lower Peninsula, some sites are in need of significant mastication prior to other site preparation activities and/or the planting of seedlings.

Scope This project involves mastication acres spread across four sites. Three of the sites are located in the Atlanta Management Unit, while the fourth site is located in the Grayling Management Unit. Maps for further details on location of treatments are included as exhibits.

General Requirements Mastication of all stems (alive or dead; standing or down) greater than 3” dbh is required. Further, residual material cannot be longer than 4 feet. The average size of the material to be masticated varies between sites; site visits are highly encouraged prior to bidding. The site must be masticated sufficiently to allow for follow-up site preparation activities (e.g., trenching/herbicide) and/or the planting of seedlings. Shapefiles will be available prior to mastication activities.

Mastication can occur any time between July 15th and November 1st.

Best Management Practice to Prevent Impacts on Eastern Massasauga Rattlesnake (EMR):

If encountered, report observations of EMR to DNR staff within 48 hours.

Use Best Management Practices to reduce the spread of invasive species.

To increase human safety and awareness of EMR, operators should first watch MDNR’s “60-Second Snakes: The Eastern Massasauga Rattlesnake” video (available at 60-Second Snakes: The Eastern Massasauga Rattlesnake - YouTube Mastication – Machinery/Tactics:

A mulcher running greater than 300 horsepower is recommended due to the density and size of trees on these sites. A detailed description of the equipment and personnel involved in the project must be provided.

Mulch and small pieces of residual slash must be spread evenly across each site.

Stumps can be no taller than 6 inches. Root balls can be taller than 6 inches when the action of pushing the tree over brings the stump out of the ground.

Recreation trails must be protected from mastication activities (i.e., must be free of any debris at all times); the NELP Timber Management Specialist will provide the location of these trails. Be aware that these trails are used frequently.

MISS DIG MUST BE CONTACTED BY THE CONTRACTOR AT LEAST 4 BUSINESS DAYS PRIOR TO ANY PLANNED MASTICATION.

IT IS CRITICAL THAT MASTICATION ONLY OCCURS IN THE POLYGONS PROVIDED BY THE STATE; SHAPEFILES WILL BE MADE AVAILABLE FOR THIS PURPOSE.
