About this opportunity
The Michigan Department of Natural Resources (DNR) issued Request for Proposal 24-2056 on May 3, 2024, seeking one (1) Rockland C-8 rolling chopper implement or approved equivalent with required hitch modifications for delivery to the DNR Gaylord Repair Shop in Gaylord, Michigan. The solicitation is open to bidders in Ottawa County and Freeport Village, Michigan. The equipment must feature a steel drum with bolt-on reversible and replaceable blades, a drawbar type swivel hitch that folds for transport, and dimensions including a drum diameter of 58" to 62", drum width of 94" to 98", overall width of 118" to 122", with twelve 1" X 10" X 96" blades and an empty weight between 12,000 and 16,000 pounds. The minimum drum wall thickness must be 3/8", all exposed surfaces must be primed and painted, and the drum must be constructed to allow for field filling with liquid weight. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS by 3:00 p.m. Eastern on Friday, May 24, 2024, with questions due by 3:00 p.m. Eastern on Monday, May 20, 2024 and answers posted by 12:00 p.m. noon on Wednesday, May 22, 2024. The anticipated contract begin date is May 31, 2024, with delivery required within thirty (30) calendar days of order. Evaluation will be conducted on a pass/fail basis across four criteria: product quality, service capabilities, delivery capabilities, and vendor qualifications, with the contract awarded to the responsive and responsible bidder achieving a pass on all criteria and offering the lowest price.
Bidders must be the licensed franchisee or manufacturer of the unit being offered and must provide a one-year written manufacturer's warranty that is not a pass-through or third-party warranty. Potential bidders may arrange site visits to inspect a similar implement by contacting Project Manager Scott Lakosky at 906-452-6224 or lakoskys@michigan.gov. Pricing must be firm for the entire contract length and include all costs such as shipping and handling, with payment made by electronic funds transfer (EFT) within 45 days of the State's receipt of compliant invoices. No incumbent contractor information, specific funding source, or budget amount is disclosed in the solicitation documents; however, the RFP is subject to state administrative board approval if the contract value equals or exceeds $250,000. No set-aside designations or restrictions on organization types responding to this opportunity are specified in the available documentation.
