The Indiana Department of Natural Resources is soliciting bids for fish feed to supply six state fish hatcheries statewide under solicitation 26-88274, with proposals due September 30, 2026. The procurement is negotiated-bid in structure. Indiana Veteran Owned Small Business (IVOSB) subcontracting opportunities are available and encouraged but not required; IVOSB certifications must be current through either the Federal Center for Veterans Enterprise VETBIZ registry or the State of Indiana Certified IVOSB list as of the proposal due date. Indiana procurement preferences for manufactured products, small businesses, and other statutory categories apply at the line-item level and require affirmative declaration with supporting documentation. The scope covers fish feed in four size categories for coldwater fish hatcheries raising salmon and steelhead trout: starter feed for fry (0.7 mm and 1.0 mm), granule/grower feed for fingerling (1.5 mm and 2.0 mm), pellet feed for production and broodstock (2.5 mm to 5.0 mm, sinking and floating), and brood pellet feed (6.0 mm). Estimated annual volume is approximately 170,500 pounds (15,000 starter, 33,000 granule, 120,000 production/broodstock, 2,500 brood). All feed must comply with FDA Good Manufacturing Practices and Association of American Feed Control Officials standards, contain fish meal and fish oil as primary ingredients with no mammalian meals, and be manufactured no more than 30 days prior to delivery with a minimum shelf life of 120 days. Deliveries are quarterly (February, June, September, December) to six locations: Bodine State Fish Hatchery (Mishawaka), Cikana State Fish Hatchery (Martinsville), Curtis Creek Trout Rearing Station (Howe), East Fork State Fish Hatchery (Montgomery), Fawn River State Fish Hatchery (Orland), and Mixsawbah State Fish Hatchery (Walkerton). The contract term is six years with an optional two-year extension. Pricing must be all-inclusive of shipping, freight, and delivery on a per-pound basis with no additional charges for orders of 24,000 pounds or more on a quarterly basis; smaller orders between quarters may be charged actual ground shipment costs. Prices must remain firm for at least 90 days after contract execution. Price adjustments are permitted only if submitted 75 days in advance of quarterly order dates and substantiated with cost documentation; market fluctuations must exceed 5%. The State makes no guarantee regarding estimated quantities, and the contract will not specify fixed volumes. Respondents must certify compliance with minimum specifications, submit a detailed specification sheet and itemized quote on company letterhead, and provide a working Excel file copy matching the spreadsheet totals or risk disqualification. Evaluation is based on unit pricing for minimum quarterly orders of 24,000 pounds.
