About this opportunity

The Michigan Department of Natural Resources, through the Department of Technology, Management & Budget Printing Services, is soliciting bids for die-cut fish stickers in 14 versions with proposals due September 30, 2026.

The scope requires production of 35,500 total stickers across 14 fish species (pumpkinseed, bluegill, walleye, smallmouth bass, yellow perch, Chinook salmon, coho salmon, burbot, emerald shiner, lake sturgeon, muskie, cisco, northern pike, and youth fishing license stickers). Individual quantities range from 1,000 to 3,500 units per version. Stickers must be printed in 4-color process on 4-millimeter white vinyl with permanent adhesive and die-cut crack-and-peel functionality. Die-cut sizes vary from 2.5 inches in diameter to 9.5 inches by 2.75 inches. Completed stickers must be shrink-wrapped in packs of 100 and carton-packed with each version in separate boxes. Production must be completed within 15 to 20 business days following proof approval.

Vendors must be pre-qualified with the State of Michigan Print & Mail Management program and registered with the state before submitting bids; pre-qualification takes approximately one week. All bids must be submitted online and include complete costs with freight to the delivery dock at 7461 Crowner Drive, Lansing, Michigan 48913 on an F.O.B. Destination, prepaid basis. Vendors must submit detailed cost estimates breaking down pricing for each individual sticker design. Electronic PDF proofs will be provided, and sample materials may be requested.

Delivery is directed to Bradley M. Schumann, Print Consultant, at the General Services Building in Dimondale, Michigan. Payment is made via Electronic Funds Transfer within 45 calendar days of the later of invoice receipt or final acceptance. The State awards contracts based on best price and value; the lowest bidder may not receive the award if concerns exist regarding past quality performance or ability to meet specifications. All material and intellectual property become the exclusive property of the State.
