Walleye 2023 Contract Summary

This is a Project Description document for the Minnesota Department of Natural Resources (DNR) regarding the Walleye 2023 project. The project involves the production and stocking of walleye fingerlings to support Minnesota's walleye populations and recreational fishing opportunities. The DNR seeks to contract with a qualified fish hatchery or aquaculture facility to provide walleye fingerlings for stocking in designated Minnesota waters. The project encompasses the breeding, rearing, and delivery of fingerlings meeting specified size and health standards. Response deadlines and bid submission dates are established to allow for competitive bidding among qualified vendors. The contract term includes provisions for annual stocking operations with potential for multi-year renewal options to ensure consistent walleye population management and maintenance of fishing quality across Minnesota's water systems.

Pricing for fingerling production and delivery is structured on a per-unit basis, with costs varying according to fingerling size, quantity ordered, and delivery location. The project may include set-aside provisions for Minnesota-based vendors or small businesses, and incumbent contractors may have preference considerations if performance standards are met. Funding for the project is provided through Minnesota DNR appropriations and may include supplemental resources from fishing license revenues and federal grants supporting fish stocking initiatives. The contract requires detailed specifications regarding fingerling genetics, disease screening, survival rates, and delivery timelines to ensure the quality and viability of stocked populations for long-term ecosystem management.
