About this opportunity
The Illinois Department of Natural Resources (IDNR) is soliciting sealed bids for the construction of a pre-engineered pole building at Coffeen Lake State Fish and Wildlife Area in Montgomery County. This Invitation for Bid (IFB), numbered 26-422DNR-REALT-B-51825, seeks materials and labor to construct a 32 feet deep by 50 feet long by 14 feet tall pole building for equipment storage, with submission required by April 22, 2026. The base bid encompasses all labor, equipment, and materials for the building structure including aggregate base, splash boards, translucent siding strips, three 12-foot by 12-foot overhead doors with electric openers, one walk door, steel bollards, radiant barrier, gutters with downspouts, and six inches of compacted aggregate surfacing; an optional additive alternate bid includes a 200-amp electrical panel, fifteen 20-amp duplex receptacles, eight overhead LED lights, and three exterior lights with associated conduit and wiring. Bidders must demonstrate a minimum of three years of experience in pre-engineered pole building construction and document at least five similar completed projects, with the contractor or builder requiring minimum five years' experience in erection of comparable building systems and approval from the building manufacturer. The specification identifies nine acceptable pre-engineered pole building manufacturers including Lester Buildings, Cleary Building Corp., Economy Builders & Supply, Morton Buildings, Sturdi-Built, Wick Buildings, O'Neil Building Systems, Graber Buildings, and FBI Buildings, though other manufacturers may be considered if they demonstrate equivalent quality. Award will be based on the lowest combination of accepted bids for the base bid and additive alternate bid, with all pricing submitted as line-item totals in the BidBuy procurement system, and bids must remain firm for 90 days from the bid opening date.
This procurement is subject to the Illinois Business Enterprise Program (BEP) with aspirational goals of awarding not less than 30 percent of the total contract dollar value to BEP-certified businesses owned and controlled by minorities, women, and persons with disabilities, and 3 percent to Veterans Business Program (VBP)-certified vendors; bidders must submit a completed four-part Utilization Plan demonstrating either their ability to meet these goals through self-performance or subcontracting with certified diverse vendors, or documented evidence of good faith efforts to meet the goals if unable to achieve them fully. The contract is subject to Illinois prevailing wage requirements for public works projects, requiring all contractors and subcontractors to pay laborers no less than current prevailing wage rates published by the Illinois Department of Labor, with certified payroll submission to the Department of Labor and compliance with the 90 percent Illinois laborers requirement during periods of excessive unemployment. A construction bond is required per the Public Construction Bond Act for projects exceeding $150,000, and the vendor must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and worker's compensation insurance as required by law. All steel products must be manufactured in the United States unless a waiver is granted, and domestic product preference applies with bidders required to affirmatively declare whether proposed products are manufactured in the United States. The contract term extends through December 31, 2026, with a $15 administrative fee applicable to any awarded bidder for the Minority Contractor Opportunity Initiative, and the project is funded through state sources; no specific budget range is disclosed in the solicitation documents.
