About this opportunity
The Illinois Department of Natural Resources is requesting bids on stabilization work at Carlyle Lake to prevent riverside embankment erosion at three locations in Fayette County under Solicitation 26-422DNR-REALT-B-52643, with bids due June 25, 2026. The procurement carries two mandatory utilization goals that are decision-flipping: a 7% Business Enterprise Program goal for minorities, women, and persons with disabilities, and a 1% Veterans Business Program goal. Vendors unable to meet these goals must submit completed waiver request forms demonstrating good faith efforts to solicit certified vendors; failure to do so renders bids non-responsive.
The scope encompasses riprap placement and embankment stabilization across three work areas at the Kaskaskia River levee: the West Location (approximately 800 linear feet), and the Middle and East Sections (each approximately 300 linear feet). Work includes vegetation removal, excavation of approximately 2,667 cubic yards, placement of 332 cubic yards of fill, installation of 4,435 square yards of filter fabric, and deployment of stone riprap totaling approximately 2,903 tons in specified IDOT RR gradations (RR5, RR3, RR6). All work must comply with current IDOT Standard Specifications for Road and Bridge Construction (January 1, 2022 edition) and the U.S. Army Corps of Engineers Section 404 permit (ILRG 16) valid through October 14, 2025. Contractors assume responsibility for utility location verification by calling J.U.L.I.E. at least 48 hours before excavation and for employing a licensed Illinois professional land surveyor to reset any disturbed survey monuments.
Bids must be submitted electronically through BidBuy with pricing firm for 90 days from opening. Required submissions include active Illinois Procurement Gateway registration documentation or Vendor Disclosure Form, Offer to the State, Contract, BEP Utilization Plan, and VBP Utilization Plan. Award will be made to the responsive and responsible bidder submitting the lowest overall price. A 15-dollar administrative fee applies to contracts at $1,000 or more, deducted from the vendor's first payment. U.S. manufacturing preference applies unless unavailable, exceeding foreign products by 12 percent or more, or of substantially lower quality.
