About this opportunity
The Illinois Department of Natural Resources (IDNR) is soliciting bids for the fabrication and delivery of water control structures and aluminum corrugated metal pipe (CMP) materials to support Phase 1 restoration of the Big Bend State Fish & Wildlife Area in Whiteside County, Illinois. This materials-only procurement requires vendors to fabricate and deliver three aluminum water control structures (designated STR-1N, STR-1S, and STR-2) with concrete bases, aluminum piping, risers, stoplogs in various sizes, beaver deterrents, and lifting equipment as base bid items, along with three optional bid items consisting of 24-inch and 36-inch diameter aluminum pipe culverts with flap gates totaling approximately 173 linear feet. All materials must be new and suitable for their intended purpose, with any steel products required to be manufactured in the United States unless a waiver is granted. The project encompasses wetland restoration work across two marsh areas totaling 255 acres with full service levels of 587.0 feet (North Marsh) and 588.0 feet (South Marsh), including site preparation, embankment construction, riprap placement (DU Class III and Class IV), culvert installation, and seeding work. Approved manufacturers include Energy Culvert Company, Wisconsin Flowgate & Drainage LLC, and Bottoms Engineering & Services, though "or equal" submissions are acceptable with proof of equivalency. All materials must be delivered to the Big Bend SFWA maintenance building north of Vandamme Road by July 31, 2026. The bid due date is April 10, 2026, and all written questions must be submitted to kara.m.glaub@Illinois.gov no later than three business days before the bid date; no project meeting or mandatory bidders' conference is required. Contract award will be made to the lowest responsible and responsive bidder based on the lowest combined cost of base bid and additional bid items, with bids remaining valid for ninety calendar days from submittal. Vendors must provide shop drawings and product data for approval by the DNR Project Architect/Engineer prior to fabrication and must provide a one-year warranty from the goods acceptance date.
This procurement includes a small business set-aside requirement, mandating that the awarded contractor be registered as a small business under Illinois' Small Business Set-Aside program. Additionally, a $15 administrative fee for the Minority Contractor Opportunity Initiative is required for contracts exceeding $1,000. Vendors must comply with comprehensive state and federal compliance requirements outlined in the Standard Illinois Certifications document, including certifications regarding legal entity status, no felony convictions within five years, no educational loan defaults, ethical standards prohibiting bribery and collusion, drug-free workplace compliance, equal employment opportunity obligations, and adherence to the Steel Products Procurement Act and State Prompt Payment Act. Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with Ducks Unlimited named as an additional insured. All work products and deliverables become the sole property of the State of Illinois. No specific budget range or award value is disclosed in the solicitation documents; however, contract terms establish that payments will be made in accordance with the Illinois Prompt Payment Act within thirty days of approved invoices and completed work acceptance.
