The base bid includes three aluminum water control structures (STR-1N, STR-S, and STR-2) with concrete bases, aluminum piping, risers, stoplogs in various sizes, beaver deterrents, and lifting equipment. Three additional bid items are available as budget allows: a 24-inch diameter aluminum pipe culvert at 114 linear feet with a 24-inch flap gate, and a 36-inch diameter aluminum pipe culvert at 59 linear feet with a 36-inch flap gate. All materials must be delivered to the Big Bend SFWA maintenance building north of Vandamme Road by July 31, 2026. No project meeting or mandatory bidder's conference is required. Approved manufacturers include Energy Culvert Company, Wisconsin Flowgate & Drainage LLC, and Bottoms Engineering & Services, though "or equal" submissions are acceptable with proof of equivalency. Bids must remain valid for ninety calendar days from the submittal date.

The contractor awarded must be registered as a small business under Illinois' Small Business Set-Aside program. A $15 administrative fee for the Minority Contractor Opportunity Initiative is required for contracts exceeding $1,000. All materials must be new and suitable for their intended purpose, and any steel products used must be manufactured in the United States unless a waiver is granted. Shop drawings and product data require approval from the DNR Project Architect/Engineer prior to fabrication. Contract award will be made to the lowest responsible and responsive bidder based on the lowest combined cost of base bid and additional bid items. The contractor provides a one-year warranty from the goods acceptance date, and all work must comply with applicable state and federal statutes including the Steel Products Procurement Act and State Prompt Payment Act. All questions must be submitted in writing to kara.m.glaub@Illinois.gov no later than three business days before the bid date.
