About this opportunity
The Illinois Department of Corrections, Western Illinois Correctional Center, is issuing a Request for Quote (RFQ) for semi-annual Ansul hood suppression system inspection and integrity testing services. The procurement requires NFPA 25 compliant visual inspections and functional testing of five Ansul hood systems located at Western Illinois Correctional Center in Mt. Sterling, Illinois, and one system at Clayton Work Camp in Clayton, Illinois. Deliverables include comprehensive checks of detectors, expellant gas and agent containers, piping, nozzles, signals, and alarm signaling systems, all of which must be performed by NFPA-certified professionals. Key qualifications require vendors to maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation insurance as required by law, with all personnel passing background checks and security screening prior to on-site work. Work must be performed Monday through Friday between 7:00 a.m. and 5:00 p.m., with service coordination through the facility's Chief Engineer. A mandatory pre-bid conference and site visit is scheduled for February 10, 2026, at 9:00 a.m., with confirmation of attendance required by February 9, 2026, at 12:00 p.m. via email to Jennifer Snyder at jennifer.snyder2@illinois.gov. Bids must be submitted no later than February 18, 2026, at 10:00 a.m., with vendor quotes remaining firm for 120 days from opening. The contract term is one year with a maximum total term not to exceed ten years including any renewals or extensions.
This is a small purchase procurement with no subcontracting allowed, and no specific set-asides for disadvantaged enterprises are identified in the RFQ documentation. Vendors must comply with prevailing wage requirements under Illinois law and certify compliance with prevailing wage rates for the applicable county. All pricing must be submitted on an F.O.B. destination basis with no reimbursable transportation or delivery fees, and vendors must provide proof of all necessary licensures and insurance for Ansul hood suppression system inspections upon request. No incumbent vendor or existing contractor information is specified in the documentation. The State reserves the right to award to the lowest responsive and responsible bidder or to terminate the contract for convenience with thirty days' written notice. The estimated budget and award value range are not disclosed in the RFQ documentation provided.
