About this opportunity

The Texas Department of Public Safety is requesting bids for DNA consumables under IFB 405-26R0017287, with bids due July 22, 2026 at 5:00 p.m. Central Time and anticipated award on July 27, 2026. DPS has advertised this as sole source or proprietary under Texas Government Code 2155.067, though DPS strongly encourages responses from all qualified vendors who can meet the specifications.

The scope comprises nine line items of RapidHIT consumables for human identification and DNA fragment analysis: RHID ACE GFE Sample Kits with swabs (40 units), RapidIntel Plus 50 Sample Kits (20 units), AB RHID Primary Cartridges (20 units), AB RHID Utility Cartridges (40 units), RapidHIT ID GFE Control Sample Cartridge Kits (4 units), AB RHID ACE GFE Positive Control Cartridges (60 units), AB RHID ACE GFE Negative Control Cartridges (20 units), RapidIntel Plus Ladder Cartridges (4 units), and AB RHID ACE GFE Booking Station Sample Kits (5 units). Delivery is to the DPS Crime Lab at 5800 Guadalupe, Austin, Texas 78752.

The contract term is one year from the effective date, with DPS retaining the right to extend for up to an additional six-month period for re-advertising, award transition, or new contract implementation purposes. All costs, fees, licenses, and delivery expenses must be included in pricing. DPS guarantees no minimum compensation and makes no payments until the Contract Monitor approves delivered commodities and authorizes invoice submission.

Bids must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room. Responses must include completed contract forms, certifications, W-9 and AP-152 forms, Direct Deposit Authorization Form (if applicable), proof of Texas business certification, and financial rating information demonstrating financial stability through audited financial statements for the previous two years or a Dun & Bradstreet Business Information Report. Evaluation follows the best value standard under Texas Government Code 2156.007, with consideration given to past performance through the Vendor Performance Tracking System and reference checks. Bids remain valid for 180 days following the solicitation opening date.
