About this file

This is a vendor information document for the Texas Department of Public Safety (DPS) Online Bid Room, providing guidance for vendors interested in submitting solicitation responses for state contracts. The document outlines the optional electronic submission process through the DPS Online Bid Room platform, which vendors may use as an alternative to other submission methods outlined in individual solicitation packages. Prospective bidders must carefully review the complete solicitation package, including all exhibits and requirements, before submitting responses. The submission process requires adherence to the specific form and delivery method identified in each solicitation package, with failure to comply potentially resulting in disqualification. All solicitation responses must be submitted by the response due date and time specified in the relevant solicitation documents.

Access to the DPS Online Bid Room operates through a two-step registration process. Vendors must first register at the designated portal (https://texasdps.appianportalsgov.com/vendor-management) and allow up to two business days to receive login credentials via email. Once registered, vendors can access solicitation opportunities and submit responses electronically through the system. The document emphasizes that vendors should allow sufficient time for registration to meet submission deadlines, as late submissions are not accepted. Technical difficulties or delays associated with the optional online submission platform do not provide grounds for protesting contract awards. Submission confirmations are provided through the DPS Online Bid Room system itself, eliminating the need for additional receipt confirmation. Vendors are directed to utilize available resources including the Online Bid Room Vendor Tutorial, Vendor User Guide, and Frequently Asked Questions for navigation assistance and support contact information.
