About this opportunity

The Florida Department of Revenue (FDOR) is issuing an Invitation to Bid (ITB) to secure competitive bids from qualified vendors to provide DNA testing services for paternity establishment (Category A) and/or DNA collection services (Category B). Vendors may bid on Category A only, Category B only, or both categories, and the FDOR will evaluate the bids separately, potentially awarding separate contracts to different bidders. The awarded contractor for Category A must be accredited by the American Association of Blood Banks (AABB) and provide services in accordance with Florida Statutes. The contracts will be fixed-price, deliverable-based, with an initial term of three years and potential renewal options. Bids are due on October 17, 2024, and the FDOR will award the contract(s) to the lowest, responsive, and responsible bidder(s) for each category.

The ITB does not specify any set-aside designations or restrictions on the types of organizations that can respond. The FDOR does not guarantee any minimum or maximum volume of work, and the contract(s) will be funded through annual appropriations by the Florida Legislature. The current pricing for DNA testing is $49.81 per completed test, $64.00 per DNA collection within Florida, and $57.00 per DNA collection outside of Florida. The contract opportunity is for the state of Florida, specifically Leon County.
