About this opportunity

The Florida Department of Management Services, on behalf of the Florida Digital Service (FLDS), has issued a Request for Information (RFI) seeking vendor solutions for telemetry indexing and querying platforms to support the State of Florida's Security Operations Center (SOC). The procurement seeks scalable, purchasable or licensable solutions capable of indexing and querying large volumes of operational and cybersecurity telemetry data from multiple sources including network infrastructure, cloud environments, security tools, and enterprise applications. The platform must enable SOC analysts to efficiently search, correlate, and analyze telemetry data to support threat detection, incident response, cybersecurity investigations, and operational monitoring across the enterprise. Vendor responses must address platform specifications, multi-source integrations, implementation plans, dependencies, customer support capabilities, solution security (including third-party audits, FedRAMP or StateRAMP status, encryption, and compliance standards), and data residency and sovereignty requirements ensuring all data remains within the United States. Pricing responses should describe all available licensing models including subscription, consumption-based, and perpetual options, along with costs for advanced capabilities, infrastructure requirements, implementation services, and training. Questions regarding the RFI are due by April 10, 2026 at 3:00 p.m. EST with answers posted to the Vendor Information Portal by April 15, 2026, and vendor responses are due by May 4, 2026 at 4:00 p.m. EST. Following response submission, the Department may contact selected vendors for presentations and proofs of concept at its sole discretion.

This RFI is designated for planning and fact-finding purposes only and will not result in a contract award; however, vendors submitting responses remain eligible to participate in any related future solicitations. The RFI does not specify set-aside designations or restrictions on organizational types eligible to respond, nor does it identify incumbent vendors, current contractors, or existing infrastructure requiring integration. Vendors must submit company information, customer references preferably from government or large enterprise SOC deployments, and descriptions of additional capabilities such as threat detection, threat hunting, and automation workflows. All responses must be submitted in both Microsoft Word and PDF format via email to DMS.Purchasing@dms.fl.gov, with vendors responsible for all preparation and submission costs. The RFI does not specify an award value or budget range. Vendor responses are subject to Florida's Public Records Act unless portions are properly claimed as confidential and redacted with statutory justification.
