About this opportunity
The Massachusetts Department of Mental Health (DMH) is soliciting applications under RFA 2027-Training-MA-01 to establish a Training Services Master Agreement for as-needed training services, with applications due June 1, 2037. Bidders must commit at least 1% of contract sales to certified diverse businesses under the Supplier Diversity Program (SDP), and no contract award is possible without meeting that commitment. Partners may be certified by the Supplier Diversity Office, the SBA's Veteran Small Business Certification program, or other recognized organizations in categories including MBE, WBE, SDVOBE, VBE, DOBE, and LGBTBE. Certified diverse bidders cannot list their own companies, subsidiaries, or affiliates as partners. Bidders may earn additional evaluation points for higher commitments and for optional disclosures on prior-year spending with proposed partners.
Applicants will deliver training in seven service categories: Core Service Delivery Principles; Screening, Assessment & Diagnosis; Population-Specific & Specialized Clinical Topics; Evidence-Based & Promising Intervention and Treatment Modalities; Medication & Pharmacology; General Service Delivery Skills; and Administrative & Workforce Development. Applicants indicate service areas (Statewide, Southeast, Central MA, Metro Boston, Northeast, or Western MA) and age groups served (children and adolescents ages 0-21, adults ages 22+, or seniors ages 55+). Applicants must be EOHHS Qualified or submit evidence of fiscal solvency, such as a letter of credit, credit report, Certificate of Good Standing, Tax Compliance Certificate, or IRS Tax Filing Transcript. Contractors handling protected health information act as HIPAA Business Associates and must notify the DMH Privacy Officer within three business days of discovering a breach.
Each annual Statement of Work carries a "Not To Exceed" funding cap subject to legislative appropriation, with unit-rate or fixed-cost payment structures. Applicants submit a cost proposal, and quotes remain valid for 90 days. Payment flows through electronic funds transfer on a 45-day cycle, and bidders may offer prompt payment discounts. The Strategic Sourcing Services Team applies Massachusetts' best-value methodology, and DMH scores applications using a standardized evaluation tool. Applications must be prepared in Microsoft Word and submitted through COMMBUYS, with a supplier diversity plan in Excel and a Contractor Authorized Signatory Listing.
