Summary of READ Evaluation Tool

This document is an evaluation tool designed by the Massachusetts Department of Mental Health (DMH) for assessing applications submitted in response to the Training Services Master Agreement (TSMA) Request for Applications. The READ Evaluation Tool establishes the criteria and methodology for reviewing and scoring applicant proposals to deliver training services on behalf of DMH. The tool outlines the evaluation framework that will be used to determine which individuals and agencies are qualified and approved to enter into contracts for training service delivery under the master agreement. The evaluation process appears designed to ensure consistent, objective assessment of all applicants against established performance and qualification standards.

The document provides specific evaluation criteria and scoring mechanisms that DMH will apply during the application review process. The evaluation tool likely addresses factors such as applicant qualifications, training delivery experience, organizational capacity, proposed methodologies, and ability to meet DMH's training requirements. This standardized evaluation instrument serves as the mechanism through which DMH will select approved training service providers for the master agreement framework, ensuring transparency and fairness in the vendor selection process across the procurement.
