About this opportunity
Elgin Mental Health Center, an Illinois Department of Mental Health facility, is soliciting bids for water damage and mold remediation services covering approximately 3,900 square feet at its Old FTP One South building, with proposals due August 7, 2026 and a mandatory pre-bid conference on August 4, 2026 at 10:00 a.m. at the facility's FTP Building Lobby—vendors who do not attend will have their bids deemed non-responsive. The winning bidder must self-perform 100 percent of the work with no subcontracting permitted.
The scope encompasses damage remediation caused by roof leaks from raccoon damage and sprinkler system failure during spring storms. The vendor must perform comprehensive onsite assessment, establish containment to prevent cross-contamination, extract standing water, install air movers and dehumidifiers per IICRC standards, remove and dispose of all debris in compliance with local waste regulations, conduct HEPA vacuuming, remove mold-infected materials, and clean with EPA-registered antimicrobial agents. All work must comply with IICRC standards (S500 for water damage restoration and S520 for mold remediation), Illinois regulations, and local building codes. The vendor must provide all labor, materials, equipment, testing, and disposal services.
Vendor staff must comply with facility traffic regulations, security protocols, sign-in and sign-out procedures, and present valid photo identification upon arrival. All vehicles, tools, and supplies must be secured at all times, with daily safety and security cleanup required before leaving. The State of Illinois Standard Terms and Conditions apply, including general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate. The contract may be funded partially or wholly with federal funds. Contact: Chief Engineer Brad Carroll (Bradley.Carroll@illinois.gov).
